- NASA/GRC plans to issue an Invitation for Bids (IFB) for the upgrade of the Electrical Propulsion Research Facility, Building 16 Phase 2 at the NASA-Glenn Research Center, Cleveland, Ohio. The work to be performed under this project consists of providing the labor, equipment, and materials for partial demolition of concrete and masonry walls, concrete floors, structural members, partitions, doors and frames, HVAC units, ductwork, piping, lighting fixtures and power panels. The work also provides for the installation of new masonry walls, partitions, ceilings, stairs, doors and frames, windows, HVAC units, unit heaters, ductwork, piping, extend existing sprinkler systems, fire alarm system, lighting fixtures, power panels, conduit and wiring and terminations. There are four (4) potential options along with the base bid. Option 1 includes the erection of masonry shafts and the installation of two complete passenger type elevators with controls; Option 2 includes the installation of new jib crane and controls; Option 3 includes the removal and replacement of the entire roofing system. Option 4 includes the removal and replacement of two existing electrical power transformers, including support pad, conduit and hazardous soil removal. The timing for the exercise of these 4 options will be listed in the solicitation. The order of magnitude for the procurement is estimated between $1,000,000.00 and $5,000,000.00 and the effort shall be completed within 365 calendar days after notice to proceed. This procurement is a total small business set-aside. See Note 1. The NAICS Code and small business size standard for this procurement are 238160 and $12M in 3 year average annual receipts, respectively. The anticipated release date of the IFB is on or about 12/13/2005 with an anticipated offer closing date of on or about 1/18/2006. the actual date will be specified in the solicitation. The firm date for receipt of bids or proposals will be stated in the IFB. Drawings will be available from a local print shop to be identified in the solicitation. All responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
