- THE UNITED STATES GONVERNMENT seeks interested developers to either modify an existing building or build-to-suit approximately 40,662 occupiable square feet of special use office space to house the United States Courthouse and associated Federal offices in Coeur d?Alene, Idaho. BASE REQUIREMENT: Offerors and key personnel must reference experience in courthouse, or projects of similar complexity, development. This project is an opportunity in design and construction excellence. The design must integrate the building into the fabric of the surrounding community and balance the following: An efficient working environment that can accommodate ongoing technological innovation and allow for a technologically state-of-the-art workplace throughout the project?s useful life; Design, construction, and ongoing operation of the project must minimize the impact on the environment and the utilization of energy and other scarce and non-renewable resources; Innovative design approaches that express the United States District Court?s (USDC) purpose and identity; and, Design should exemplify accessibility within the context of a public/private sector project. This acquisition will be a competitive best value lease procurement utilizing the source-selection, two-phase, design-build process. The building shall be designed and constructed to achieve a LEED rating in the New Commercial Construction (LEED-NC) category. See http://www.usgbc.org/LEED/LEED_main.asp for additional information. It is required that the building must possess a 50-foot setback. On-site parking is required and shall be in accordance with the City of Coeur d?Alene Zoning District Information Sheets found under the Planning Department section of the City?s website: www.coeurdaleneidaho.org. In addition, secured structured parking for four (4) vehicles and a sally port within the building. Space is to be occupied by the Idaho U.S. District Courts and the U.S. Department of Justice. Space must comply with the standards set forth by 29 CFR Part 36, the Architectural Barriers Act Accessibility Standard (ABAAS), and all state, county, and city codes. LOCATION: Offered Properties must be within the city limits of Coeur d?Alene, inclusive of the CBD, have city water and sewer service, and be appropriately zoned for the proposed use. LEASE TERMS: Negotiable. An initial firm term lease of fifteen (15) years is desired. OCCUPANCY: Occupancy is desired no later then June 1, 2008. INTENT: The intent of this notice is to stimulate interest in the commercial leasing market, and to identify potential sources for leased office and courtroom space within the delineated area stated above. Competitive proposals to provide the required space will be solicited from as many sources as is practicable. The Government will reserve the right to make cost/technical trade-offs that are in its best interest and that will meet the occupancy time requirement. RESPONSE: Your response is required by COB December 16, 2005. Those interested should respond in writing by: (1) indicating their interest in providing space; (2) identify fully and describe the proposed sites, (3) furnish a site map which provides the location within the city; (4) Photographs of the site and the surrounding area; and (5) request a copy of the Phase I Solicitation for Offers (SFO).
