Description
The Internal Revenue Service (IRS) intends to negotiate on a sole source basis under the authority of FAR 6.302-1 for the continuation of software licensing, maintenance, and other services in support of the IRS Business Performance Management System (BPMS) with GEAC Enterprise Solutions, Inc.,(formerly Comshare), 66 Perimeter Center E, Atlanta, GA 30346. The proprietary software includes Application Server, Decision View Manager, and Decision user access to Decision Web. The contractor shall provide product service updates for every software module and maintenance passes/patches as they occur. The contractor shall advise/notify the IRS when an update/maintenance pass/patch is available and shall allow the IRS to either download it, or the IRS may request the disk version. The contractor shall provide a daily help desk facility during normal working hours for the IRS programmers and other support staff. The resultant support shall be provided either over the telephone, email, or Internet. The period of performance is from October 1, 2005 through September 30, 2006. No solicitation document exists; therefore, requests for such a solicitation will be considered non-responsive. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties, other than GEAC, must clearly state all of their capabilities and experience in support of the requirement described above, especially how they will support GEAC (formerly Comshare) proprietary software. Contractors signed proposals must include price, terms and conditions, point of contact (name, telephone number, e-mail address and fax number), business size, payment terms, taxpayer identification number (TIN) and Dun and Bradstreet number. All inquiries and information on capabilities and experience will be accepted by mail at: Internal Revenue Service, National Office Procurement, 6009 Oxon Hill Road, Room 500, Oxon Hill, Maryland 20745, Attn: Elva G. Hooper, O:S:A:P:I:C:B. Responses will not be accepted by telefax or by telephone. However, all responses must be received within 3 days after of the publication date of this notice, by 12:00 noon EST, on the date specified, December 05, 2005.
