- The North American Industry Classification Code (NAICS) for this procurement is 335313. The Port Hueneme Division, Naval Surface Warfare Center intends to issue a request for quotation to L3 Communications, Power Systems Group (PSG), 901 E. Ball Road, Anaheim, CA, 92805-5916. The request for proposal shall be on a sole source basis for the procurement of Ordnance Alteration (O/A) kits 20324, 20375 and 20328 for the AEGIS Training and Readiness Center (ATRC) (Dahlgren, VA) and Goddard Space Flight Center (SCSC) (Wallops Island, VA). This requirement also includes the installation of O/A 20375 at ATRC and SCSC and installation of O/A 20368 at ATRC. The anticipated services will be provided on a Firm Fixed Priced contract. L3 Communications, Power Systems Group is the Original Equipment Manufacturer (OEM) and is the only source for the O/A 20368 kits. Drawings are owned by PSG and it would not be economical for any manufacturer to buy the drawings from PSG and manufacture kits for a lower price. As the OEM, PSG designed and developed the MK 84 and the ACSSFC. Naval Sea Systems Command (NAVSEASYSCOM) assigned PSG as the sole design agent for 400Hz system since the introduction to the U.S. Navy. As the assigned design agent and producer, PSG has custody of the operational MK 84 and ACSSFC Land Based Test Units for design and test purposes. Due to the complexity of the O/A, PSG is the only firm possessing the in-depth technical knowledge, experience and capabilities required to complete a successful installation and the only source capable of manufacturing the O/A kits and providing field service engineering expertise to meet the FY06 installation schedule.
