- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, is seeking potential sources of portable, commercial off the shelf (COTS), explosive detection equipment (EDE). The two EDE technologies of interest are: 1. Explosive Trace Detection Equipment- chemically detects microscopic residues of explosives and 2. Bulk (Imaging) Detection Equipment- identifies bulk characteristics of materials to determine the possible presence of explosives. The three categories of portable equipment desired are as follows: 1. Man portable - Weighs less than 40 lbs. Can be carried by one responder. 2. Semi-portable - Weighs less than 150 lbs. Can be moved by two responders. Can be carried in a responder vehicle (car, SUV, van). 3. Vehicle Transportable-Devices/systems ruggedized for vehicle transport and field use. Equipment may be installed in a mobile response unit. This synopsis does not constitute an Invitation for Bid or Request for Proposals and is not to be construed as a commitment by the government to issue an order or otherwise pay for the information solicited.
