- This is a notice of intent to award a sole-source contract and is not a request for proposals. The Contracting Center of Excellence (CCE), Washington, DC., intends to award a sole-source contract to the Advertising Council (Ad Council), Incorporated, 261 Madison Avenue , New York, New York, 10016-2303 for a full range of nationwide public service campaign and advertising services on behalf of the Federal Voting Assistance Program (FVAP), 2006-2010 Get Out the Vote Campaign. CCE intends to award a Firm-Fixed Price one year (12 month), consisting of a four-month base period and a eight-month option period for services to include execution of a full range of media outreach programs, communications programs, marketing and adverti sing services and multimedia products such as television, radio, Worldwide Web, and print. The objectives of these services are education and awareness of significant social issues in an effort to change the public's attitudes and behaviors and stimulate positive social change. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1Only one responsible source and no other supplies or services will satisfy agency req uirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of pu blication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System Code (NAICS) is 541810. The total estimated dollar value is $900,000.00.
