Description
Under the authority of FAR Part 37.2 Advisory and Assistance Services, FAR Part 13.5 Simplified Acquisition Procedures, and in accordance with the Office of Acquisition and Material Management (OA&MM) Information Letter (IL) 049-04-08 the government seeks to acquire advisory and assistance (A&A) (consulting) services. With this contract, the Pacific Health Care Collaborative (VAPIHCS and Tripler Army Medical Center (TAMC)) seeks to build upon existing collaborative activities in order to further improve health care services for eligible veterans, active-duty military, dependents, and retirees. The project goals includes; two business case analyses and requirement studies that support, enhance and assess the advantages and disadvantages of using each partners resources to provide health care to beneficiaries of either Department. These studies will produce exportable feasibility documents that will, at a minimum define the functionally related areas and users in each component of the studies in addition to reviewing current processes and tools while documenting gaps compared to industry best practices. Findings will highlight areas to be improved for optimal efficiency and cost savings including processes and systems. The project is divided into multiple tasks with associated deliverables. The contractor?s performance will be evaluated as each deliverable is received by VA to ensure that the technical and schedule requirements of the contract are met. The Project Management Plan will establish regular status meetings and calls to review progress, monitor contractor performance, and to ensure communications flow. These studies are components of the Pacific Health Care Collaborative (VAPIHCS and Tripler Army Medical Center (TAMC)) Joint Venture Demonstration Site Business Plan endorsed by the Joint Venture Facility Utilization and Resource Sharing Work Group ? Demonstration Project Site Selection Work Group, hereinafter referred to as ?the DSS Work Group? as provided by Public Law (PL) 107-314, Bob Stump National Defense Authorization Act (NDAA) for Fiscal Year 2003, and U.S. House Resolution 4546, ?724.2, the Collaborative?s plan contains ?elements of a coordinated management system?.
