Description
Chronic Care Improvement-Information Management System The Centers for Medicare and Medicaid Services (CMS) is releasing a solicitation for a cost plus award fee contract in support of CMS? Chronic Care Improvement-Information Management System (CCI-IMS). This existing system supports the activities of the Chronic Care Improvement Programs. The CCI-IMS supports all facets of the program, including storing claims, eligibility/enrollment, participation, audit, payment, performance, and other data. Additionally, it provides for a robust reporting system. The CCI-IMS is a relational database system, compliant with CMS architecture, which resides on the Medicare Data Communications Network. This is an 8(a) set-aside. Please note that an approved accounting system is necessary within one year of contract award. Background Section 721 of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003, Pub. L. 108-173, adds a new section 1807 ?Voluntary Chronic Care Improvement Under Traditional Fee for Service (FFS) Medicare? to the Social Security Act. Section 1807(a)(1) of the Act specifies that the Secretary shall provide for the phased-in development, testing, implementation, and evaluation of chronic care improvement (CCI) programs. In order for the goals of the CCI program to be met, the Centers for Medicare & Medicaid Services (CMS) needs to develop an information management system (IMS) that supports the activities of providers, CCI program evaluators, and MHSOs operating under the pilot program. Description A. Contractor Requirements The contractor shall provide the following services: 1. PROJECT MANAGEMENT The Contractor shall perform all project management including technical and business management functions, in order to plan, implement, track, report, deliver, maintain and host the required system. 2. REQUIREMENTS ENGINEERING The Contractor shall maintain and update the existing Requirements Document, which includes functional and nonfunctional requirements. The Contractor shall gather and write additional requirements as applicable, such that they are correct, complete, clear, consistent, testable, traceable, feasible, modular, and design-independent. The Contractor shall ensure that these requirements capture the required technical capabilities and constraints of the system being developed. 3. DESIGN AND ENGINEERING The Contractor shall develop the design for the architecture, software components, interfaces and the physical database as needed and as directed by CMS to maintain and update the existing CCI-IMS. The Contractor shall document the system design and allocate the system requirements in the RD to the design elements. The Contractor shall use Computer Software Configuration Items (CSCIs) and Computer Software Components (CSCs) as logical elements of the system design. Specific guidelines governing the selection and use of CSCIs can be found in MIL-HDBK-61. CSCs are defined as a level of design decomposition below the CSCIs that shall exist entirely within a release. 4. DEVELOPMENT The Contractor shall develop and document code and conduct software unit and integration testing. 5. VALIDATION TESTING The Contractor shall conduct validation testing on the complete, integrated system to evaluate the system?s compliance with its specified requirements. A separate validation test is required for each release. 6. IMPLEMENTATION The Contractor shall assist in the implementation of the system in the Medicare Health Support production environment, both at the MHSOs and at other support contractor sites. This activity will be conducted at the direction of CMS if needed to add new or expanded MHSOs or other contractors. 7. HOSTING ENVIRONMENT The Contractor SHALL obtain or provide a Hosting Environment for the CCI-IMS. This environment shall include, but not be limited to, the following functionality and features: a. Operations support - Operations support available during the hours of 7 a.m. EST through 7 p.m. EST. b. Compliance with CMS/OIS/System Security Group standards and guidelines for system security. The Contractor SHALL obtain or provide the services for the above hosting environment, to include but not be limited to: a. Managed and monitored space, providing physical security 24-hours per day, 7-days per week, 365-days per year, UPS and standby generators, fire suppression systems, and air conditioning units; b. Contractor certified reference OS c. Procurement, installation, and sparing of equipment d. Management and maintenance of equipment and software e. Performance management of equipment, OS and application software f. Portal services and performance reporting g. Help desk management services h. Client specific Service Level Agreements (SLA). i. Back-End connectivity using the MDNS frame relay j. Security services k. Tape back-up and restore services Contractor will maintain responsibility for the hardware and software configurations necessary to meet CMS' requirements in this environment. Contractor will maintain root access to all servers and communications equipment. CMS will be given specific user rights needed. 8. TRANSITION PLANNING Contractor shall produce and maintain a plan for transitioning the management, hosting, and maintenance of the CCI-IMS to another Contractor. This plan should include, but not necessarily be limited to the following items: Transition schedule for a six-month transition timeframe; Transition costs, if any, with detailed explanation; Data transfer plans; Documentation of plans to maintain the confidentiality and security of all information in the CCI-IMS during the transition; Staff retention policies. In addition, contractor shall produce and maintain a separate plan for transitioning only the host site. This should include both the possibility that the CCI-IMS is incorporated within the CMS Data Center (in which case Contractor would no longer be responsible for managing the host environment) or the possibility of switching to a different remote hosting location (in which Contractor would manage the transition and the hosting).
