- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The services requested under this solicitation are to recruit a qualified consultants with expertise in electronic/digital library services, knowledge management best practices, tools and techniques and space planning to conduct an audit of the USAID library and develop a plan for converting the physical library into a state of the art interactive knowledge center.
