Description

FY06 Whole Neighborhood Revitalization 106445, Ft. Huachuca, Cochise County, Arizona. The project consists of whole house revitalization of 20 family housing unit consisting of 10 historic single-family dwelling units and 10 historic duplex units. O ne single-family unit is general officer four-bedroom. Six of the single-family dwelling units are four bedroom and the remaining three are three-bedroom senior office quarters. The 10 duplex units are all three-bedroom senior officer units. These units were constructed in 1880 and 1914 in the Calvary Park neighborhood. Calvary Park is within the boundaries of the National Historic Landmark District at Fort Huachuca. Major work associated with the single-family dwelling units includes repair or replacem ent of deteriorated adobe, replacement of stucco, exterior painting, repair or replacement of windows and porches, replacement of roof shingles and decking, inspect and repair chimney stacks, removal of lead-based paint and asbestos, and replacement of exi sting interior electrical system. The duplexes require the same work as single-family units excluding the adobe repairs. Historic structures need to be constructed by contractors with experience in historic structure renovation. THIS IS A 100% UNREST RICTED REQUEST FOR PROPOSAL (RFP) IDIQ, BEST VALUE - LOWEST PRICED TECNICALLY ACCEPTABLE (LPTA) WITH HUBZONE PREFERENCE. Both a technical and a price proposal will be required. The Technical Evaluation Factors for this procurement are in Section 0110, e ntitled, Submission Requirements and Instructions. It is the Governments intent to award based on initial offers without discussions; therefore, the offerors shall provide their best technical and price proposals. Performance Period is for 360 calendar d ays after Contract Receipt of Notice to Proceed (NTP). Please note that there are special instructions pertaining to hand delivered proposals. These special instructions can be viewed on the Los Angeles District Contracting Division website and they wil l also be available in Section 00100 of the advertised solicitation. The North American Industry Classification System (NAICS) code is 236118, Residential Remodelers, $28.5M average annual gross revenue for the last three (3) fiscal years. Estimated cos t range of the project if $5,000,000 to $10,000,000. The solicitation will be made available on or about 6 December 2005. If the awarded offeror is a large business, they will be required to submit a Sub-Contracting Plan. The Los Angeles District Sub-co ntracting goals are as follows: 62% with small business, 10% with small disadvantaged business, 10% with woman owned small business, 3% with Veteran-Owned small business, 3% with severe disabled veteran owned small business and 3% with Hub-Zone small busi ness. The Government intends to issue this solicitation and all amendments through the use of the Internet. No additional media (CD ROMs, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary.
