Description
The Combined Synopsis Solicitation posted on Nov 07 2005 is changed as follows. There will be a second site visit to view requirements. Site visit will be on 28 Nov 2005 at 9:00 A.M. PST. It is advised that all interested parties attend this site visit. Please send me the names of the people who will be attending the site visit, by email or fax, by 2:00 P.M. PST on 25 Nov 2005. Any questions will need to be submitted in writing by 2:00 P.M. PST on 30 Nov 2005. The answers will be posted on the eps website by 05 Dec 2005. Quotes are required to be received no later than 2:00 P.M. PST , Thursday Dec 08, 2005. This is a combined synopsis/solicitation for the following item: Services, Non-personal: Contractor to furnish all labor, tools, parts, materials, equipment, facilities, transportation and supervision necessary to provide: REMOVE EXISTING SIEMENS SF6 72.5 KV CIRCUIT BREAKER AND INSTALL NEW ABB SF6 72.5 KV CIRCUIT BREAKER. 1 ) Remove the existing Siemens, SF-6, 72.5 KV circuit breaker, located at Facility 7315, Substation B Type: SPS-72.5 2) Install new ABB, SF-6 circuit breaker at Facility 7315, Substation B. Note: The new ABB SF-6 70 KV circuit breaker will be a government supplied breaker. a. Type: 72-PM31-12 b. BOM- B003264-01 c. Serial B003264-01 d. 72.5KV Max/31.5KA Short Circuit e. Year of Manufacture-11/02 f. 1200 amps Continuous Current g. P.O. # 14BR30921-01 h. Voltage Range Factor ?K?1.0 3) The contractor shall label all control wiring, such as CTs, linear coupler, DC, and AC wires prior to disconnecting. 4) Contractor shall install new anchors for the new ABB circuit breaker as per manufacture?s specifications. 5) The contractor shall install new ABB circuit breaker with bushings 1, 3, and 5 connected to the in-coming commercial power lines from Switching Station. The linear couplers are installed on bushings 1, 3 and 5. Proper polarity of linear couplers must be maintained. 6) The contractor shall verify proper polarity of the current transformers on bushing 2, 4, and 6. 7) Contractor shall perform in-service tests of the inputs to 67 directional overcurrent and 87 bus differential relays to ensure that the all substation CT's and LC's in these circuits are connected with the correct polarity. 8) The contractor shall install and test the new ABB circuit breaker as per the manufactures Instruction Booklet IB 6.4.4.7-1E. 9) The contractor shall perform those tests in accordance with NETA 2003, Acceptance Testing Specifications, Section 7.6.4 Circuit Breakers, SF6. Furthermore, contractor shall perform test as per Instrument Transformers, Section 7.10. 10) The contractor shall replace the existing control wiring from the existing junction box below the circuit breaker to the circuit breaker terminals, with new control wiring. 11) The contractor shall test and verify all control wiring from the first terminal block located inside Substation B, 70 KV relay panel for SF-6 circuit breaker (B70-4), to the terminal block located inside of the newly installed circuit breaker. Wring interconnect sheet will be provided by requestor. 12) The contractor will replace two (2) each current transformer covers and replace two (2) each current transformer mounting plates. 13) The contractor shall provide six (6) bushing stud connectors for the new ABB circuit breaker. 14) Exterior Electric Shop will provide the required SF-6 gas for the new ABB circuit breaker. 15) The 30th Civil Engineering Squadron will provide the lifting device to remove the Siemens circuit breaker and will provide lifting device to install new ABB circuit breaker. 16) See requestor for appropriate documentation of the new ABB circuit breaker. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synposis/solicitation is issued as a request for quote (RFQ) F4D3D95290A200. Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06 and DFARS Change Notice 20040625. North American Industrial Classification Standard 811310, Size Standard, $6,000,000.00, applies to this procurement. FOB: Destination for delivery: Facility 7315, Vandenberg AFB CA 93437 .The following provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated on price related factors only. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal.
