Description
Department of Veterans Affairs Medical Center, Tuskegee, AL is seeking Architect/Engineering (A/E) firms capable of providing architectural and engineering services (Architectural, mechanical, electrical, civil, structural, environmental/asbestos, fire protection and other associated disciplines) as may be required by the Government. Provide master multiple award IDIQ contract for engineering services (mechanical, electrical, civil, structural, environmental/asbestos, fire protection and other associated disciplines) as may be required by the Government. Services include, but are not limited to: Site work, site investigation, verification of as-built, analysis of utility systems, drawing preparation/reproduction, cost estimating, specification preparation, construction period services. Services may also include additional consultant services as necessary based on specific project scope. Products may include studies, conceptual/ schematic development, 50% and 100% design development with updated as-built drawings on mylar. Drawings are to be provided in AutoCAD format, specs in Microsoft Word, current versions. Services are to be provided in a one year period commencing with award of first delivery order, with the option to extend the term of the contract for four (4) additional years. Projects will be located at the Central Alabama Veterans Health Care System. The VA will provide a specific scope of work for each delivery order along with a request for the A/E to prepare a fee proposal. Fee proposals shall be based on pre-established unit prices for all engineering disciplines. Unit prices for unique services in the original negotiation will be negotiated on a case by case basis with each delivery order. The maximum amount payable under this contract shall not exceed $2,000,000. The maximum amount for each delivery order shall not exceed, $450,000. A/E's shall be located within 150 miles of Tuskegee,AL to be eligible. More than one contract may be awarded from this solicitation. Contractors must be able to provide Asbestos abatement design services either in-house or through consultant services. Contractors must be LEAD certified, or gain LEAD certification prior to contract award. Minimum guarantee for this contract is $50,000. The following evaluation criteria will be used during the A/E selection process: (1) Specialized experience of the firm to perform the work required; (2) Experience and demonstrated ability to provide professional consulting and design services relevant to hospitals and health care organizations; Familiarity with applicable codes and ability to incorporate in design documents the requirements of JCAHO, OSHA, NFPA, IBC and other such regulatory organizations. This would include, but not limited to, such safety related requirements as the implementation of ILSMs and ICRAs; (3) Capacity of the firm to perform the work within required time frames and budget; (4) Past performance, especially in a hospital environment. Including but not limited to design development, construction cost estimating, code review and implementation, etc.; (5) Specific experience and qualifications of the proposed personnel assigned to the Project Design and Management Teams; (6) Demonstrated success in prescribing the use of recovered materials, and using waste reduction and energy efficiency in facility design; (7) Reputation and standing of the firm and its principal officials with respect to professional performance, general management and cooperation; (8) Record of significant claims against the firm because of improper or incomplete architectural and engineering services; (9) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project work is located. The NAICS Codes are 541310 and 541330 with a size standard of $4 million. One or more contracts may be awarded as a result of this solicitation. It is 100% set-aside for Small Business firms. In addition, firms are required to register at the Central Contractor Registration (CCR) website located at http://www.ccr.gov. The resulting contract(s) will include one(1) base year and four(4) one(1) year option to renew.
