Description
The National Institute of Standards and Technology (NIST) has six follow-on requirements to existing contracts to provide support services for each of the regions within the Federal Laboratory Consortium (FLC) for Technology Transfer: Far West, Mid-Atlantic, Mid-Continent, Midwest, Northeast, and Southeast. The incumbents have performed satisfactorily. They are listed below: Pathfinder Research, Inc. Pendulum Management Company, LLC Zyn Systems Consulting Technology and Management International, LLC The FLC is the nationwide network of federal laboratories that provides the forum to develop strategies and opportunities for linking the laboratory mission technologies and expertise with the marketplace. The FLC was organized in 1974 and formally chartered by the Federal Technology Transfer Act of 1986 to promote and to strengthen technology transfer nationwide. More than 700 major federal laboratories and centers and their parent departments and agencies are FLC members. The Consortium creates an environment that adds value to and supports the technology transfer efforts of its members and potential partners. The FLC develops and tests transfer methods, addresses barriers to the process, provides training, highlights grass-roots transfer efforts, and emphasizes national initiatives where technology transfer has a role. For the public and private sector, the FLC brings laboratories together with potential users of government-developed technologies. This is in part accomplished by the FLC Laboratory Locator Network and regional and national meetings. A single solicitation will be issued that contains six individual Performance Work Statements, one for each region. Offerors may submit separate proposals for one or more regions. The Contractor shall provide all labor, materials, equipment, and supervision to provide support services in accordance with the Performance Work Statement(s). Services shall include, but not be limited to, outreach activities, networking, publicity, conference and meeting activity support, and electronic commerce. The period of performance shall be for a base period of one year with two (2) one year option periods. The level of effort is not expected to exceed 1,000 hours annually. This is a total small business set-aside. The NAICS code for this requirement is 561110 and the size standard is $6M. This procurement will be competed using negotiated procedures under the authority of FAR Part 15, Contracting by Negotiation. The Request for Proposal (RFP) is anticipated for release to the vendor community on or about December 19, 2005. The Request for Proposal (RFP), RFP amendments, and questions and answers related to the procurement shall only be available via the Internet at http://www.fedbizopps.gov. Offerors are responsible for accessing the website. Interested parties must respond to the RFP to be considered for award and may submit proposals for one or more of the FLC regions. Proposals for each region shall be individually submitted. At this time, no written solicitation document is available, telephone requests shall not be honored, and no bidders list shall be maintained.
