- Pursuant to OMB Circular A-76, on June 29, 2005, public notification was made to announce a streamlined competition study of Technical and Administrative Support Services. NSF conducted a streamlined competition in accordance with guidance from OMB Circular A-76. It was determined that it would be the most efficient and cost effective method of operation to have the required services provided by private sector contractor personnel. It is noted that no party may contest any aspect of a streamlined competition.
