Description
The Department of the Treasury, Departmental Offices (DO) intends to issue a follow-on contract on a sole source basis to Advanced Information Services, Inc. (AIS) in order to secure maintenance services, system operation support, and enhancements for its on-going Foreign Credit Reporting System (FCRS). These activities are necessary if the Treasury is to satisfy existing obligations and accomplish essential policy objectives. The FCRS helps the Treasury meet obligations by providing up-to-date foreign credit information to international organizations and by providing a record of important Government foreign operations to United State Government (USG) statistical agencies. In the policy area, the FCRS is the only comprehensive data system that brings together concepts related to country risks and the loss experience of all important agency lenders as required by Congress. The system also provide factual basis that allows the Treasury to retain leadership in international debt policy by revealing the possible scope for bilateral and multilateral debt reduction. The required services are through September 30, 2006. This requirement is designated under the authority of 41 U.S.C. 253 (c) (1), Only One Responsible Source. Services needed must include application maintenance or managing the operation of the software on a daily basis, trouble shooting any problems, reporting to IDD any problems or outages, fixing any software problems with the FCRS software or interfaces, working closely with the contractor who manages the servers to resolve problems and providing adequate test and acceptance and documentation of any fixes. The Contractor shall also perform needed Commercial Off The Shelf (COTS) upgrades and updates, maintain the latest version of the FCRS at the disaster recovery site, assist TCS in developing and maintaining a Disaster Recovery Plan for the FCRS, advise Treasury when software licenses/maintenance agreements must be updated or changed, monitor system performance and system audit logs, and maintain the job scheduling tools to support system operations. In addition, the contractor shall provide technical support to all users of the FCRS, including both Treasury and non-Treasury employees. This support will include, but not be limited too: training users in the usage of the newly released system upgrade, training users in the usage of new features, assisting users with technical problems and troubleshooting specific user problems. Task 1, also will include a set of minor, but critical enhancements to the FCRS. These tasks are expected to be accomplished within the base operations and maintenance task which include: Country Viewer/Public Reports Enhancement Task, Executive Information System Enhancement Task, Validation Rules Changes Enhancement Task Production Viewer/Editor Enhancement Task, Historical Data Upload and Other File Upload Enhancements Task and Customized Programs/Ad Hoc Queries Enhancement Task. Task 2, will list a number of tasks to be provided as options to the contract for the Department of the Treasury. These tasks are: Other Enhancements Tasks, Transfers Enhancement Task, Geographical Information System Enhancements Task, and Integration of Data from Other Sources/Systems Task, Utilities Enhancement Task and Replacement of Brio as Reporting Technology Enhancement Task.
