- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) website located at http://neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitation to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to acquire specialized engineering support services for the Wolverine, Badger, Ariel and Blackbeard Systems. These are classified signal processing systems. Examples of engineering support services include CASREP Distance Support Responses; CASREP On-site Support Responses; Telephone/E-mail Technical Assists and Field Technical Assists. Argon ST, Inc. is the Original Equipment Manufacturer (OEM) of the Wolverine, Badger, Ariel and Blackbeard Systems. The company maintains Configuration Management (CM) control of the systems? software and has proprietary control over the software for the Badger, Wolverine, Ariel and Blackbeard systems. This procurement will be negotiated on a sole source basis with ArgonST, Inc., 8419 Terminal Road, Newington, Virginia 22122-1430. The Request for Proposal Number is N00178-06-R-3017. FOB Destination provisions apply. It is anticipated that this solicitation will be available on the Federal Business Opportunities webpage, the NECO webpage, noted above, and the NSWCDD Procurement Division Business Opportunities website (http://www.nswc.navy.mil/wwwDL/XD/SUPPLY/busop.htm) by 14 December 2005. The solicitation will be open for 30 days. The applicable NAICS Code is 541330. NSWCDD has implemented electronic commerce (EC) in the acquisition area, therefore this synopsis and the subsequent solicitation with any applicable amendments will be available on the World-Wide Web at the! above websites. Hardcopies will not be provided. Vendors should reg ularly access any of the above sites to ensure they have downloaded all amendments. DoD will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) database. Registration may be done by accessing the CCR website at http://www.ccr.gov. All responsible sources may submit a proposal which will be considered. See Numbered Note 22.
