Description
FACILITIES SUPPORT SERVICES - HEATING, VENTILATING, AIR CONDITIONING (HVAC), FAMILY HOUSING/ AND NASKW UNITS, NAVAL AIR STATION AND ANNEXES, KEY WEST, FLORIDA. The purpose of this contract is the consolidation of the repair and maintenance of all housing unit HVAC assets both Housing?s and NASKW?s plus the IDIQ replacement of room air conditioners. The type of work being consolidated is: - HEATING, VENTILATING, AIR CONDITIONING (HVAC). PLAN OF ACTION: 11-21-05: ISSUE SOLICITATION; 12-12-05: PRE-PROPOSAL CONFERENCE AND SITE VISIT; 12-13-05: QUESTION CUT-OFF DATE; 12-19-05: PROPOSALS DUE; 12-27-05: CONTRACT AWARDED; 1-1-06: CONTRACT COMMENCEMENT. NOTE: CONTRACT COMMENCEMENT PERIOD IS MANDATORY. THEREFORE, ALL QUESTIONS SHOULD BE SUBMITTED IN WRITING VIA E-MAIL AS SOON AS POSSIBLE SINCE TIME IS OF THE ESSENCE. DO NOT FAX. INCREASE PAPERLESS CONTRACTING. The U.S. Naval Air Station Key West, Florida is located five miles east northeast of the city of Key West on Boca Chica Key -- latitude 24 34' 45" North and longitude 81 41' 40" West. The Key is bounded by the Atlantic Ocean on the east and southeast, the Gulf of Mexico to the north and west and the Florida Straits to the south. NOTICE ? NOTICE ? NOTICE: KEY WEST IS A HIGH COST AREA WITH LIMITED LABOR POOL AND EXTREMELY LIMITED AFFORDABLE HOUSING. Key to implementing a programmatic approach is using a standard template that ensures Navy-wide consistency yet affords appropriate tailoring to meet local needs. This contract conforms to the standard template and has been tailored for this solicitation. NAVFAC intends to use this template-based approach for future service contracts. Offerors should develop an understanding of the template as part of performing due diligence in reaching an understanding of the Navy?s requirements and expectations. The standard template contains 18 standard annexes. Annex 1 will always contain information that is relevant to the entire scope of the contract. Annex 2 contains on-site project management and administration requirements that are relevant to the entire scope of the contract. Annexes 3 through 18 contain the technical information and requirements peculiar to that technical annex. Within each technical annex, the organization of information and requirements are also standardized. Specification item 1 will always contain General Information. Specification item 2 will always contain the management and administrative requirements. Specification item 3 will always contain the Firm Fixed-Price (FFP) requirements. Specification item 4 will always contain the Indefinite Delivery-Indefinite Quantity (IDIQ) requirements. All costs associated with Annexes 1 and 2 and Specification items 1 and 2 must be priced and distributed within Specification Item 3 of Annexes 3 through 18. The Navy?s approach to performance-based service contracting (PBSC) includes four component parts which are 1) performance outcomes, 2) measurable standards, 3) consideration of incentives, and 4) performance assessment plan. It is anticipated that in two to three years the Navy will privatize family housing. All work associated with Family Housing Units including but not limited to HVAC PM's will be modified out of the contract. Reductions in scope will occur at the unit price bid in the ELINS Except where otherwise stated, the Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services outlined below and described in this Performance Work Statement (PWS) at the Naval Air Station Key West, Key West, Florida. The PWS is organized into annexes. Annex 1 is "General Information". Annex 2 contains the on-site project management and administration requirements. Annexes 3 through 18 contain the technical requirements. Insure you address this clearly in the technical proposal. Price Range: FFP, Annual: $350,000 to $450,000 Price Range: IDIQ Annual: $150,000 to $200,000 THIS CONTRACT WILL BE SOLICITED AS A COMMERCIAL ITEM UNDER FAR PART 12 USING THE APPROPRIATE CONTRACT CLAUSES.
