- This is a Solicitation Notice. This solicitation will NOT be directly provided in a paper hard copy format or CD ROM. In accordance with FAR 5.102(a)(7), the availability of the solicitation will be limited to the Internet. The address for downloading the solicitation from the Internet is as follows: http:www.esol.navfac.navy.mil. Downloading from the Internet is free of charge. All contractors must register on ESOL. Hard copies (paper sets) of the solicitation will not be provide by the Government. Contractors interested in this solicitation should register wit the NAVFAC E-Solicitation website at http:esol.navfac.navy.mil. Notification of any change to this solicitation (amendments) shall be made only on the Internet. The solicitation will be issued electronically. It is therefore the contractor?s responsibility to check the Internet site daily for any posted changes to this solicitation. THIS SOLICITATION IS BEING ISSUED AS UNRESTRICTED. The acquisition is being conducted using full and open competition (unrestricted) and is therefore subject to Federal Acquisition Regulation clause 52.219-4, ?Notice of Price Evaluation Preference for Hubzone Small Business Concerns. The North American Industry Classification System (NAICS) Code is 238290 and the business standard is $12 million are applicable to this contract. This solicitation will result in a combination Firm Fixed Price (FFP)/Indefinite Quantity (IQ) Type Contract will be awarded. The work contemplated under this procurement will include all labor, materials, equipment, transportation and supervision as necessary to provide overhead door preventive maintenance, repairs, fire door testing, and new door installation and incidental related work at the Portsmouth Naval Shipyard, Kittery, ME. The preventive maintenance shall include but not be limited to checking the operational condition of overhead doors and components, and performing the required maintenance in accordance with manufacturers recommendations and applicable standards. Door sizes range from 3 ft. -36 ft. in with and 7 ft - 28 ft. in height. Davis Bacon and Service Contract wages will be applicable. The Government has the option to extend the term of the contract for a period of 1-12 months each option year for a total duration of 24 months. The estimated cost of this procurement is between $250,000 and $500,000. Questions about this Solicitation MUST be submitted in writing. Notification of any changes to this solicitation (amendments) shall be made from the ESOL website. Only registered contractors will be notified by email when amendments to the solicitation are issued. Official Plan holders will not be faxed and will only be available from the website. Per the Debt Collection Improvement Act Act of 1996, all contractors are required to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Be advised for solicitations issued after May 31, 1998, failure to register in the CCR makes an offeror ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing the website at http://www.ccr.gov. All responsible sources may submit a bid which shall be considered by the agency. Note 1 applies. This contract maybe put on EMALL and therefore contractor must be prepared to accept Government Purchase cards.
