Description
The U.S. Army Corps of Engineers New York District intends to issue an Invitation For Bids (IFB) for the award of a firm-fixed contract for the Woodbridge Creek Restoration, Area A (Harbor Deepening Mitigation.) Area A is located on either side of P ort Reading Avenue in the Township of Woodbridge, New Jersey and involves the restoration of approximately 22 acres of inter-tidal marsh and open water habitat. The restoration project will include excavating and lowering the elevation of the existing tid al marsh areas that are dominated by the invasive form of Phragmites australis to allow greater tidal flushing. All excavated materials will be placed on site. After the excavation and grading work is complete, the site will be planted with a diversity o f native brackish marsh plant species. The fill area will be covered with topsoil, seeded and planted. Area B (NOAA/DEP Exxon Bayway Oil Spill Restoration) will be included as an option. It is located north of Port Reading Avenue in the Township of Wood bridge, New Jersey immediately adjacent to and surrounded by Area A described above and involves the restoration of approximately 17 acres of inter-tidal marsh and open water habitat. The project will include excavating and grading the site to lower eleva tions of the existing tidal marsh and will include the removal of an earthen dike that currently surrounds the site. All excavated materials will be placed on site. After the excavation and grading work is complete, the site will be planted with a divers ity of native brackish marsh plant species. The fill area will be covered with topsoil, seeded and planted. The estimated price range for this project is between $5,000,000.00 and $10,000,000.00. The selected contractor must complete the work no later tha n 270 calendar days from the receipt of the Notice to Proceed. This project is being solicited as an UNRESTRICTED procurement. The applicable NAICS Code is 562910 with a small business size standard of $12,000,000. The media selected for the issuance of so licitations and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project are the Internet and CD-ROM. Paper copies of this solicitation, and amendments, if any, will not be available or issued. Project specification files and drawings are portable document files (PDF) and can be viewed, navigated, or printed using Ad obe Acrobat Reader. Minimum system requirements are Pentium-based personal computer, Microsoft Windows 95 or greater, and 32 MB application RAM. A registration page is attached to the web site, and prospective bidders are required to register to receive no tice of any amendments and or addenda that may be issued to the solicitation. Utilization of the internet is the preferred method, however CDs will be available upon written request stating the solicitation number, or project name, complete company name an d street address (we will not deliver to P.O. Boxes), telephone and facsimile number (including area codes). Make check or money order payable in the amount of $10.00 to USAED, NY. Solicitation documents for this construction effort will be available on or about 05 December 2005. The Bid opening date will be on or about 03 January 2006 at 2:00 P.M. Registration Requirements: DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registe red in the Department of Defense CCR database prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
