Description
Sources are sought who can provide Battle Command (BC) System Support to the United States Army, Europe. The US Army is in the midst of a significant transformational process to reshape its structure and capabilities while conducting GWOT and stabili ty operations within the spectrum of conflict. USAREUR will transform from its current force structure to an end-state as a lean, agile, joint capable, strategically forward-positioned Army Service Component Command Unit of Employment (UEy) of the United States European Command (EUCOM). The land component must execute assigned tasks under US Title X to plan, organize, train, equip, and then commit forces per Combatant Command (COCOM) directives. The execution of command and control responsibilities is pe rformed through battle command or C2 systems. The battle command and legacy C2 systems utilized by USAREUR are influenced by many factors. In addition to standard Armywide command and control systems, USAREUR has through necessity developed applications and systems to meet theater unique requirements to bridge shortcomings in Army-wide systems, interoperability with Joint or Service systems or integration with multinational (e.g. NATO) or coalition commands. Advances in technology, realignments within p ost-cold war political alliances and the restructuring of the Army in Europe in accordance with transformation campaign guidelines underscore the challenge with maintaining relevant, reliable, and ready battle command systems to perform USAREUR battle comm and functions. This challenge has required the USAREUR, ODCS G3 to maintain a resident capability to effect this change in the evolution of legacy command and control and newer battle command systems. An integral element of that reshaping will be in the continued digitization and modernization of command and control processes and battle command systems within the ground force during its transformation to the UEy construct. USAREUR is highly engaged in shaping the application of ongoing Army Force XXI di gitization concepts and technology while it maintains the most active operational tempo of any major command in the Army. USAREUR is directly linked to the Army Future Force that will be a strategically responsive, campaign quality force, dominant across the range of military operations and fully integrated within the joint, interagency, and multinational security framework. This Battle Command System Support Task is absolutely fundamental to USAREURs transformation intent to apply emerging Army concepts , achieving integration with Joint and Service systems, linking with coalition forces as well as sustaining required necessary legacy systems in support of the Army Future Force. Vendors capable of meeting this requirement are invited to submit their inte ntion to propose for direct contact and distribution of the solicitation as it is completed.
