- Air Force Research Laboratory, Air Vehicles Technology Directorate (AFRL/VAC) intends to solicit and negotiate with Bihrle Applied Research for research and development pertaining to aerospace engineering research for the Automated Aerial Refueling (AAR) program, under the authority of FAR 6.302. The contractor will provide research in four topic areas: (1) single and multi-ship aircraft simulations, (2) simulation environment software and technical support, (3) wind tunnel testing, and (4) flight control algorithm development. Additionally, the contractor will participate in AAR Technical Interchange Meetings. 1. Aircraft simulations: The contractor will develop and execute individual vehicle simulations, multiple vehicle interaction simulations, and hardware-in-the-loop simulations. In addition, the contractor will work with other AAR contractor partners to implement AAR simulations. 2. Simulation environment software: The AAR program currently uses the Bihrle Applied Research D-Six simulation environment. The contractor will deliver a comparable simulation environment integrated into the AFRL/VACD simulation facility, will provide updates to that software as required, will provide software technical support to AFRL/VAC and its in-house contractors, and will provide maintenance to the software simulation environment including source code changes to meet AAR requirements. The contractor will conduct simulation environment training at their facility and provide any necessary on-government-site troubleshooting of software in a timely manner. 3. Wind tunnel testing: The contractor will build aircraft models, both display and wind tunnel, will provide data acquisition hardware, software, and support, will conduct the tests, and will report the wind tunnel test results. 4. Flight control algorithm development: The contractor will develop flight control algorithms for implementation in AAR. This notice is for informational purposes only. This is not a Request for Proposal (RFP). Contractors capable of offering this technology must respond within 15 days after publication of this notice by submitting a specific capability statement to provide this technology. All responses received within 15 days after publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice to solely within the discretion of the Government.
