Description
The Volpe National Transportation Systems Center (Volpe Center) intends to negotiate on a sole source basis under the statutory authority of 41 U.S.C. 253(c)(1), and FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, a contract with the University of Greenwich, Old Royal Naval College, Greenwich, London, UK. The contract will require the contractor to develop a passenger rail car evacuation computer simulation software program prototype, provide a license and software support with options for additional license(s), and software support after prototype development. The University previously developed a software model known as Exodus, (a registered trademark). Exodus incorporates occupant characteristics and behavior of individual p assengers, as well as individual decision-making affecting real evacuation time within its model software. The Exodus suite of software packages is tailored to provide computer-modeling capability for emergency evacuation from buildings, aircraft and ships. The contractor is to develop a prototype computer software model for occupant emergency egress behavior from the most widely used types of passenger rail cars in United States that meets the below described criteria. The software to be developed shall: (1) be able to conduct evacuation simulations from various types of rail cars, under various emergency scenarios and different conditions (e.g. weather, day, night); (2) interface with the Consolidated Fire and Smoke Transport (CFAST) fire growth computer model previously developed by t he U.S. National Institute of Standards and Technology (NIST) for the Federal Railroad Administration, and (3) allow for the Government?s manipulation of the data to control the variables of the research (including data evaluation and data verification). The applicable North American Industry Classification System (NAICS) code for this requirement is 541511 and the small business size standard is $21.0 million. This procurement will be conducted in accordance with FAR Part 15, Contracting by Negotiation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Detailed specifications will be set forth in the solicitation. Interested firms must submit, to the above named point of contact, a maximum of three, but not less than two pages addressing their capabilities, and providin g clear and convincing evidence of the firm?s capability to provide the required prototype development. Written capability statements must be submitted to be received within fifteen (15) calendar days from the date of publication of this synopsis. This proposed action is for research and development for which the Government intends to solicit and negotiate with only one source under the authority in FAR 6.302-1. All responses to this Notice, including Statements of Capabilities, must be in writing, and may be transmitted by any means, including telefacsimile and email. Responses received after fifteen (15) calendar days from the synopsis date or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. Telephone calls made in place of the required documentation will not be accepted.
