Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-06-Q-80018 is issued as a Request for Quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06 effective October 31, 2005. This procurement is being conducted under FAR Part 13.5, Simplified Acquisition Procedures (SAP). The NAICS Code is 541511 and the small business size standard is no more than $21.0 million dollars. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government inte nds to award a Firm Fixed-Price Purchase Order and to solicit and negotiate on a sole source basis with Computer Corporation of America, Framingham, MA, to obtain software maintenance and technical hotline support for the S1032 Database Management System (DBMS). The period of performance for this purchase order will be November 2005 ? October 2006. The S1032 DBMS is installed on the Volpe Center?s TSCMUS DEC Alpha server and is used to provide data management support for most of the Volpe Center?s Institutional Applications to include: (1) Finance: Financial Status of Programs (FSOP), Funds Certification, Plan, Total Cost, Work Plan Budget (WPB), Invoice Tracking, Labor, Payroll, IEC Delphi, (2) Acquisition: Contract Administration System (CAS), (3) Procurement Information Management (PRI M), PRISM, (4), Human Resources: Personnel, Full Time Equivalency (FTE), Minority Facilities, (5) Property: Communication, Supply, and (6) Management Information: Executive Information System (EIS), TSCX since 1997. Software maintenance and technical support has been required and obtained each year since then. System 1032 is a high-performance database management system and application development environment designed to support the Open VMS user community. The database engine is optimized for rapid querying. Proposals shall include pricing for the following items in a written quotation: CLIN 0001 ? S1032 Database Software Maintenance including telephone technical support, Model GS140 6/500 TSCMUS Server, (12 Mo.) $________; CLIN 0002 ? ODBC Driver Server/Client Software Maintenance, (1 2 Mo.) $_________. FAR 52.212-1, Instruction of Offerors-Commercial Items (JAN 2005) is hereby incorporated by reference. The Offeror must complete the Offeror Representations and Certifications required in FAR 52.219-1 by using the Online Representations and Certifications Application (ORCA) at the following website: http://orca.bpn.gov. Offerors are reminded that as of January 1, 2005, they must provide Certifications and Representations online at least annually via ORCA. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (OCT 2003), is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (APR 2005) is hereby incorporated by reference. Additional clauses cited in 5 2.212-5 that apply to this acquisition are: 52.203-6, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33, 52.232-34, and 52.222-41. These references may be viewed at www.arnet.gov. This notice of intent is not a request for competitive proposals. However, responsible interested parties may submit a proposal in which they identify their interest and capability. Offer is due to the U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Karen Marino, DTS-853, 55 Broadway, Building 1, Room 1148, Cambridge, MA 02142 no later than 2:00 P.M. EST on November 23, 2005. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority in FAR Part 6.302. A determinati on by the Government not to compete this proposed purchase order based upon responses received to this notice would normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. To be eligible to receive an award resulting from this combined synopsis/solicitation, the Offeror must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov. NO EXCEPTIONS. The Government will not pay for any information received. ATTENTION: The following notice is for informational purposes for Minority, Women-owned, and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transp ortation related contracts. The maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
