Description
The Federal Aviation Administration (FAA) at the Mike Monroney Aeronautical Center, Oklahoma City, Oklahoma, has a requirement for a public relations/publicity writer. The contractor shall assist the Enterprise Services Center (ESC) with creation of a communications and public relations strategy and related deliverables, in accordance with the Statement of Work (attached). Assistance may include development of literature, websites, advertisements, events, trade show tools, speeches, articles, press releases, newsletters, or other related instruments of effective communications and public relations. This market survey is to request information that will enable the FAA to make a screening decision to determine qualified firms that have the ability to perform these services. The FAA reserves the right to add contractors and/or other sources which meet the criteria and have performed satisfactorily on previous procurements. Accordingly, it has been determined that only firms meeting the following minimum requirements will be solicited: Offerors must have previous contract experience with the federal government. Offers are solicited only from Socially and Economically Disadvantaged Business (SBA 8A-certified) concerns in the Oklahoma City, OK metropolitan area. (1) To be considered the contractor must be classified as a Socially and Economically Disadvantaged Business (8A) under North American Industry Classification System (NAICS) Code 541613 - $6/million. (2) Complete/submit the Business Declaration form attached with your response. (3) Submit a statement on company letterhead that the offeror has previous federal contract experience and a valid skill set to meet the requirements described in the Statement of Work. Requirement is for a base year and includes option provisions to renew for four additional 1-year periods, to be exercised at the sole discretion of the FAA. The proposed contract will incorporate AMS Clause 3.2.4-35, Option to Extend the Term of the Contract, and 3.2.4-34, Option To Extend Services. The resultant contract will be an indefinite-delivery/indefinite-quantity contract employing a time-and-materials pricing arrangement. The date and time for receipt of responses is 2:00 p.m. CST, Wednesday, November 23, 2005, (facsimile responses are permitted). If all requested information is not furnished, the offeror's response may be determined unacceptable; therefore, not considered as one of the qualified companies.
