Description
The purpose of the amendment to the synopsis is to change the solicitation number from M67004-05-R-0039 to M67004-06-R-0019 and provide additional information regarding the forthcoming draft RFP and Industry Day. P.O.C. concerning this notice is Melissa Keene, Contract Specialist @ (229) 639-6787. The Program Manager, Nuclear, Biological and Chemical Defense System (PM NBC DS) of the Marine Corps Systems Command is looking for contractors with the ability to provide Contractor Logistics Support (CLS) to Federal, state, and local responder agencies that may operate in the Consequence Management arena. Consequence Management refers to the measures to protect public health and safety, restore essential government services, and provide emergency relief to governments, businesses, and individuals affected by a deliberate or inadvertent release of chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) with the potential to cause high casualties and significant levels of destruction. The PM NBC DS supports the Department of Defense (DOD), Military Services, Secret Service, National Guard, and other Federal, state, and local agencies with services, equipment procurement, supply chain management, life cycle management, and training in all areas of Interoperable Consequence Management. This is a notice of intent to issue a solicitation to furnish contractors who are capable of providing CLS for the Chemical and Biological Incident Response Force (CBIRF) and the Marine Expeditionary Unit (MEU) Enhanced Nuclear, Biological, and Chemical (ENBC) in the following areas: Program Management, Contractor Manpower, Deployed Support, Supply Chain Management, Maintenance Management, Procurement of Spares and End Items, Packaging, Handling, Storage, and Transportation, Engineering and Technical Services, Technical Documentation, Support and Test Equipment, and Training Management, Training, and Training Devices, Information Technology System for Enterprise Resource Planning, and Contract Management. The government anticipates the use of a Performance Based Service Contract. Contract period is one (1) base year with four (4) one year options. A draft Request for Proposal (RFP) will be posted on the Navy Electronic Commerce Online (NECO), website: www.neco.navy.mil and will conclude with a bidder?s conference on December 7, 2005 at the CBIRF facilities in Indian Head, MD. Upon completion of the bidder?s conference a formal RFP will be published. This acquisition will NOT be set-aside utilizing any of the Small Business Administration?s (SBA) Programs. Instead, these services will be acquired on an unrestrictive basis with subcontracting opportunities.
