Description
This solicitation replaces solicitation FA4897-05-R-0014 for SABER services at Mountain Home AFB, ID. This acquisition is a competitive 8(a) set-aside. Competition for this procurement is limited to eligible 8(a) firms located in the states of Idaho, Montana, Oregon or Washington and 8(a) participants in good standing, services by a SBA office outside of these states, but having a bona fide branch office in Idaho, Montana, Oregon or Washington. All other firms are deemed ineligible to submit offers. This acquisition is being synopsized under North Atlantic International Commerce System (NAICS) Code 236220. Small business size standard is $28,500,000.00. The contemplated contract is a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Simplified Acquisition of Base Engineering Requirements (SABER). This contract is for a broad range of maintenance, repair, alteration, and minor construction work on real property and new construction at Mountain Home AFB, ID and various sites. The work is required in support of the Base Civil Engineer (BCE) activities. Means "Pulsar" software and "Means" Master File and Facilities Construction Cost Data Bases Cost Estimating System (CES), and competitive subcontractor/material quotes will constitute the pricing used throughout the term of this contract. During the contract period, the 366 Civil Engineer Squadron will identify specific jobs to the 366 Contracting Squadron, which will issue individual delivery orders to the contractor to complete those jobs. The contractor will be required to furnish all materials, labor, plant, tools, transportation, equipment, and services necessary to design, manage, and accomplish the job. The contractor will be provided with office space with which to maintain a small management office. This office will enable the contractor to receive work requests and provide other management services related to accomplishing individual jobs. Individual jobs will vary in size ($2,000 - $750,000) with a majority expected to be small to medium size ($75,000 - $300,000). The jobs will include, but not limited to, tasks in a variety of trades such as carpentry, road repair, roofing, excavation, electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, welding, HVAC, asbestos removal, etc. All work shall be performed in strict accordance with the SABER technical specifications, project drawings, MHAFB regulations, and contract requirements. The basic contract period will be twelve (12) months, with four (4) twelve-month options, which may be awarded at the option of the Government. The guaranteed minimum dollar amount for the term of the contract is $200,000.00. The maximum dollar value is $20,000,000 for the term of the contract. Telephone requests will not be accepted. Prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. The CCR site is http://www.ccr.gov. There will be no preannouncement of when the solicitation will be available; however, the issuance date for this solicitation is anticipated to be on or about 6 Dec 2005 with a closing date 30 days after issuance.
