- This notice is to announce that the National Oceanic and Atmospheric Administration (NOAA) Planning and Project Management Division ? Western Region (PPMD-WR) intends to award a Firm Fixed Price contract to repair the existing single lane, 18-mile road to NOAA?s Mauna Loa Observatory (MLO). The project site is located on the island of Hawaii and branches off from Saddle Road (State Highway 200) at the 28-mile marker. The successful bidder will be required to furnish all labor, materials, equipment, and supervision necessary to complete the roadway repair work. The roadway work includes, but is not limited to repaving the existing roadway (i.e., scarification, blending/mixing, compacting, applying asphalt prime coat, and repaving). The period of performance for the contract shall not exceed one hundred twenty (120) calendar days after the Notice to Proceed. The solicitation is expected to be issued on or about December 1, 2005. Beginning November 17, 2005 Stephanie can be reached at (808)944-2228. A site visit and pre-bid conference will take place on or about December 13, 2005 at the project site. The conference will begin at approximately 10:00 AM at the intersection of Saddle Road and the MLO access road. All interested parties are encouraged to attend. The estimated cost for the proposed contract including all options is between $1,000,000 and $5,000,000. This procurement is 100% set-aside for small business. The NAICS code for this procurement is 237310 with a small business size standard of $28.5 million. All responsive and responsible bids may be submitted. Mandatory Clause: The Western Administrative Support Center, Acquisition Management Division, requires that all contractors doing business with this acquisition office must be registered with the Central Contractor Registry (CCR) before contract award.
