Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this announcement is FA9301-06-P-ACOM. The North American Industry Classification System (NAICS) is 711510. The Small Business Size Standard is $6M. This requirement is 100% small business set-aside. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-06. The services required are: Accompanist for 1045 Protestant Service to include Special Services for each, which is included in the attached Statement of Work. Item is FOB destination with delivery as follows: 95ABW/HC, 10 PARK DR, EDWARDS AFB, CA 93524. The following clauses and provisions can be viewed through Internet access at the AF FAR Site, http://farsite.hill.af.mil: Provision 52.212-1, Instructions to Offerors?Commercial, applies to this acquisition, Provision 52.212-2, Evaluation- Commercial Items, is also applicable to this acquisition. The specific evaluation criteria for this provision is as follows: Conformance to the specifications and price. Offers shall submit the following information: Price proposal for aforementioned requirement. This is a new requirement that must be met. AFFARS : 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. The ombudsman may not serve as an advocate for any party. (b) Before consulting with an ombudsman, concerned parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions.) (c?)
