Description
HQ Space and Missile System Center (SMC) is interested in receiving proposals (technical and price) on the research and development effort described in Section B below for the Affordable REsponsive Spacelift (ARES) Phase I Concept Development and Demonstration Planning Program. ARES is a multi-phase program that culminates in a subscale flight demonstration of a reusable 1st stage launch vehicle. Phase I is estimated at $12M and Phases II/IV is estimated at $200M. ARES Phase I is a research and development effort being acquired under the procedures of Federal Acquisition Regulation (FAR) Part 35.016, which is the authority for the Air Force's Program Research & Development Announcement (PRDA) Process. Proposals prepared in response to this PRDA must be submitted by 27 May 2005 at 1700 hours local time, addressed to: HQ SMC/PKR (Attn: Mr Byron McCollum), Los Angeles AFB, 2420 Vela Way, Suite 1467, El Segundo, CA 90245-4659. Offerors must be registered in the Department of Defense Central Contractor Registration (CCR) database in accordance with Defense FAR Supplement (DFARS) Part 204.7302 to be eligible for contract award. While exclusive teaming is not part of the official evaluation criteria, it may well be considered as an underlying factor, especially if it can further discriminate between two identically ranked proposals. Proposals submitted shall be in accordance with this announcement. Proposals submitted after the proposal submission due date and time will be handled in accordance with FAR 15.208. The Government reserves the right to amend this PRDA, and Offerors should be alert for any amendments that may be published at http://www.fedbizopps.gov/. Reference documents with the PRDA are posted on the ARES Bidder’s Library at: www.losangeles.af.mil/smc/xr/public/bidderslibrary/index.html. The five documents pertaining to this RFP include: PRDA, Model Contract, SOO, Option 1 SOO, and the CDRLs.
