Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number SSA-RFQ-01-0010 is issued as a Request For Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25. The applicable NAICS code for this acquisition is 561790. This acquisition is a 100% small business set-aside. Quotations submitted by concerns other than small businesses will not be considered. The Social Security Administration, Harold Washington Social Security Center (HWSSC), 600 W. Madison St., Chicago, IL 60661, requires contractor provided services to accomplish the High Efficiency Particulate Air (HEPA) filtered vacuuming of the air bars and supply and return diffusers, and the HEPA vacuuming or replacement of surrounding ceiling tiles on floors 1 through 10 and the lower level of the HWSSC. All work will be accomplished Monday through Friday during the hours of 6:30 pm through 5:00 am. Weekend hours, if requested by the contractor, will be determined after award by mutual agreement between the Government and the successful contractor. The Government will provide replacement ceiling tiles and sprinkler head escutcheon plates that cannot be properly cleaned and need replacement. The contractor shall provide all supervision, labor, tools, equipment and material (except Government furnished ceiling tiles and sprinkler head escutcheon plates) to satisfactorily accomplish the required HEPA vacuuming. The contractor shall also provide all necessary drop cloths or sheeting to protect all furniture, computer equipment and other office equipment during the performance of the required work. The contractor shall use a soft brush attachment to HEPA vacuum the exterior of all air bars throughout the HWSSC building (approximately 30,000 linear feet). There are 20 air bars on each floor on floors 3 through 10. On the first floor and the lower level, the air supply is distributed around the lights or our of air supply diffusers. After HEPA vacuuming, all air bars and air supply outlets will be damp wiped using a mild detergent, leaving no dirt streaks or smudges. The contractor will also HEPA vacuum all air diffusers and ceiling return vents throughout the building (approximately 400 supply and return diffusers are located in the HWSSC). After HEPA vacuuming, all diffusers will be damp wiped, leaving no dirt streaks or smudges, and sprayed with a deionization material to prevent static adherence of dust and other airborne products. The contractor will HEPA vacuum the ceiling tiles that surround the air bars, supply diffusers and return vents. The contractor will replace all ceiling tiles and sprinkler head escutcheon plates with Government furnished material if they cannot be properly cleaned. The contractor shall submit a Material Safety Data Sheet (MSDS) for all cleaning agents used in the HWSSC to complete the required work. The contractor will not use any cleaning material which SSA determines unsuitable. The contractor will clean the work site and remove all debris generated on a daily basis. The contractor shall provide its own dumpster or remove the debris from the building after each work shift; Government dumpsters shall not be used. The contractor shall assume full responsibility and liability for compliance with all regulations pertaining to the health and safety of building personnel during the execution of this work. The following provisions and/or clauses apply to this solicitation: 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, 52.204-6, Protective Security Clause and Removal From Duty Clause. Additionally, Department of Labor Wage Determination # 94-2167 (Rev. 21), dated 04/23/2001, is applicable to this solicitation (copy available upon request). The Government estimates that the following personnel will be needed to complete the work required by this solicitation: Laborer, at $11.94 per hour + $1.92 per hour Health and Welfare benefits; and General Maintenance Worker, at $16.07 per hour + $1.92 per hour Health and Welfare benefits. Offerors are requested to submit a single, all inclusive fixed-price quotation covering all work required by this solicitation. Offerors must include a completed copy of the provisions at 52.212-2, 52.212-3 and 52.204-6 with their price quotations. Copies of these provisions and clauses applicable to this solicitation can be found as an addendum to solicitation SSA-RFQ-01-0010 and can be downloaded from the FedBizOpps website (http://www2.eps.gov/).
