- PRE-SOLICITATION NOTICE: Air Combat Command Contracting Squadron at Langley AFB is planning to purchase non-personal services for B-1/B-52 Contract Aircrew Training and Courseware Development (CAT/CWD) located at Dyess AFB, TX and Barksdale AFB, LA. The applicable North American Industry Classification System (NAICS) is 611512 and the size code for small business is 21.5M. This procurement is set-aside for small business. The period of performance will cover a two-month phase in period, one-year base period, and four one-year option periods. The government intends to make an award on or about 21 June 06, with the phase-in beginning 1 Aug 06- 30 Sep 06 and performance start date beginning 1 Oct 06. This action will be issued as a Request for Proposal (RFP) on or about 30 Nov 05 with a response due date on or about 16 Jan 06. A draft RFP, along with attachments, has been attached and posted along with this Pre-Solicitation Notice for industry review and comment. Interested parties should review these documents and provide any comments via email to this office. The government will consider and respond to all input received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition. The government plans to use the Internet and email as the primary means of disseminating and exchanging information. Hard copies of documentation will not be made available. A pre-proposal conference scheduled to be held at Barksdale AFB, LA on 5-6 Dec 05 at 9:00 a.m. (date and time subject to change). Offerors desiring to attend the conference must pre-register by 18 Nov 05. The registration information shall include the names and social security numbers of the individuals who will attend. The government requests this information under the authority of 10 U.S.C. 8013. Offerors are to submit their pre-registration notification to Lt Clarence Burton, ACC CONS/LGCB, via email to clarence.burton@langley.af.mil.
