- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Defense Priorities and Allocations System (DPAS) rating for this procurement is DO. The Solicitation Number, H92244-06-Q-0010 is issued as a Request for Quotation (RFQ). This solicitation is issued as a firm fixed price request for quotation. This procurement is being issued as a 100% Small Business Set-Aside. The following provisions and clauses are applicable to this acquisition and in effect through Federal Acquisition Circular. FAC 2005-06, effective SEP 30, 2005 North American Industrial Classification Standard (NAICS) Code 611692, size standards 500 employees or under. All response from responsible sources will be fully considered. The Special Warfare Development Group has a potential requirement to purchase the following: CLIN 0001 Evasive and high speed driving on loose surfaces training. To include three instructors and a minimum of three vehicles for day and night time driving skill development. Daily training will include one hour of classroom instructions and a minimum of five hours of driving, navigations, and observation. The advanced rally driving techniques that will be covered will increase student confidence and develop a reflex ed response to emergency situations; they include: vehicle dynamics, the five types of skids, high-speed obstacle avoidance, high center of gravity, as well as the proper read and response to adverse road conditions, using standard fwd, rwd, 4wd rally cars with up to 160 hp. The following skills must be attained through this training. Knowledge of different off-road terrain and how best to handle each conditions (mud, gravel, sand, and snow) Knowledge of aggressive driving to gain a greater understanding of car control. Knowledge of narrow roads and higher speeds. Knowledge of rally techniques to tight turns on pavement & loose surfaces. Knowledge of left foot braking Knowledge of throttle & break to steer the vehicle Knowledge of proper gear & break to safely execute curves, turns, & hills. Knowledge of pendulum turns Knowledge of handbrake, & ?J? turns Knowledge of 180 deg turns Knowledge of spin-out and crash recovery Master of car control to anticipate, compensate, & time maneuvers critical to life-saving driving skills. For the time frame14 Nov thru 17 Nov 05. This procurement will be accomplished using full and open competition procedures for Commercial Off-the-Shelf items. A list of contract line item number(s) and items, quantities and units of measure, date(s) and place(s) of delivery and acceptance and FOB point. The Government desired delivery date is 14 Nov 05. Place of Delivery and Acceptance and FOB Point is: contractor facility. The following factors shall be used to evaluate offers: (i) Technical capability (by review of existing product literature for the item(s) being procured, (ii) Past Performance from both inside and outside the Federal government, (iii) Price (iv) Delivery. Technical and past performance when combined, are equally as important as price; The government will conduct a comparative evaluation of offers. 52.212-3?Offeror Representations and Certifications?Commercial Items (Mar 2005).
