Description
NASA/LaRC intends to extend the period of performance of the Indefinite Delivery Indefinite Quantity (IDIQ) Contract NAS1-00135, Systems Analysis and Mission Support (SAMS) Services, for the following general disciplines (experimental, analytical and computational): full-spectrum aerodynamics, gas dynamics, fluid dynamics, aero-thermodynamics, acoustics, and aeroacoustics, metallic and non-metallic structures and materials, space and airborne systems. NASA/LaRC intends to purchase the services from Swales and Associates, Inc. on a sole source basis to allow continuation of the SAMS contract until the follow-on competitive procurement is completed using the Source Evaluation Board (SEB) procedures. This extension to the SAMS IDIQ contract will allow for the issuance of task order modifications and new work task orders up to twelve (12) months beyond the current ordering period of December 31, 2005. Due to the time constraints and the need to avoid unnecessary duplication of effort, Swales and Associates, as the current incumbent, is the only responsible source qualified to perform this requirement due to its current involvement with complex, specialized and critical research, engineering,and technical services which support the LaRC aeronautic and aerospace research programs, earth and space science programs, and related engineering activities. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1)--Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on December 5, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
