- Description
- The Environmental Protection Agency (EPA) is conducting a competitive Small Business 8(a) procurement for Security Support Services. The Environmental Protection Agency (EPA) is charged with the security of its personnel, national security information and proprietary information. To help meet these objectives, contractor support is needed to provide security-related support services. These services shall include daily building support (e.g., to check guard forces, access controls, respond to thefts and other incidents, issue access control cards and keys, test alarms, and conduct security evaluations); security orientations; briefings and training; central administrative support services (such as issuance of ID cards, credentials, lock work correspondence, and related database maintenance); analytical/evaluation services (e.g., crime statistic trends, security equipment alternatives, facility options, etc.); and assistance to EPA?s effort in planning, developing, implementing and managing a comprehensive physical program throughout the Agency. The contractor shall provide the security assistance services at the main EPA headquarters complex (currently EPA East, 1201 Constitution Ave. NW, Washington, D.C.), and all satellite buildings. These duties shall be performed during normal duty hours (6:30 A.M. to 6:30 P.M.), but the contractor shall ensure staff availability to provide after hours support in accordance with individual technical direction. The contractor shall also be required to provide technical assistance, inspection, surveys, and other audit and security support to field locations outside the Washington D.C. area when directed in individual task orders. The Government intends to award an Indefinite Delivery, Indefinite Quantity, Fixed Rate, Time and Material type contract with a Base of 12-months, and four (4) twelve-month option periods. The North American Industry Classification System (NAICS) Code is 561210, and the procurement will be competed as a Total Small Business 8(a) Participant Set-Aside. The official Request for Proposal (RFP) is scheduled to be posted on the internet November 18, 2005. The proposals shall be due approximately (30) days after the RFP issuance date. The solicitation and any subsequent amendments will be available at the EPA Office of Acquisition Management website, at the following address: http://www.epa.gov/oamhpod1/admin_placement/0613248/index.htm only. Interested parties are to monitor the Internet site for the status of this solicitation and shall download the solicitation and any related documents from the Internet site as hard-copies of documents will not be provided without written certification that Internet capability is unavailable.
