This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Davison Crane . Offerors are encouraged to access information also available on the NSWC Crane Division web site at http://www.crane.navy.mil/supply/homepage.htm. The Naval Surface Warfare Center, Crane Division requires Research, Design and Continued Development of a Laser Induced Plasma Channel (LIPC) Weapons Systems with a range of responses from non-lethal to lethal; including Weaponization Study; Effects experiments and testing, and Experiments to verify modeling and simulation computer codes using the Lasers, as identified in the Statements of Work. A 12-month Cost Plus Fixed Fee type contract will be awarded. Delivery will be FOB Destination to NSWC Crane Division, Crane, Indiana 47522. Inspection and acceptance will be at destination by NSWC Crane personnel. This is a sole source to Ionatron, Inc., 3590 East Columbia Street, Tucson, AZ 85714. Ionatron is the only source capable of advanced development on their proprietary design. An RFP was not issued but alpha-contracting procedures utilized. NAICS Code 541710; FSC Code AZ13. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 30-days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered note 26 applies
