Description
REQUEST FOR INFORMATION: In accordance with FAR 10.001, the government is conducting market research to determine whether or not industry possesses sources capable of performing the following requirements for the Oklahoma City Air Logistics Center Information Technology (OC-ALC/IT) directorate at Tinker AFB, OK. In addition the market research will be used to determine the practices and procedures of firms engaged in the services defined below. OVERVIEW: The OC-ALC/IT directorate is responsible for ensuring current and future OC-ALC IT requirements and solutions are implemented and managed through appropriate Air Force processes. To accomplish this mission, OC-ALC/IT provides policy, planning, architectures, standards, resource management, and integration of current and future IT requirements and solutions. OC-ALC/IT is in the process of seeking technical services to accomplish the following; (1) designing, developing, and prototyping enhancements to existing information systems, (2) developing source code and associated documentation, (3) providing software support, software sustainment, systems integration, (4) hardware identification, installation, tuning and maintenance alternatives, and (5) to provide materials or Contractor furnished items to OC-ALC/IT and supporting organizations as identified. The technical services described above have been clustered into the following tasks: Task 1 ? Program Management Task 2 ? Business Process Requirements Characterization Task 3 ? Server Administration Support Task 4 ? Configuration Management Task 5 ? Software Project Management Task 7 ? Software Programming and Database Support Task 8 ? Computer Graphics Art CAPABILITIES PACKAGE: Interested parties capable of providing the described services are invited to submit a Statement of Capability by 3:00 PM Central Standard Time, 10 November 2005 to Contract Negotiator, katherine.lindley@tinker.af.mil. A paper copy is optional, and can be mailed to the following address: 72CONS/PKAB Attn: Katherine Lindley 7858 5th Street, Suite 1 Tinker AFB, OK 73145 Submissions are limited to 15 pages and should be pertinent and specific in the technical areas under consideration, as listed above. Please also include the following: Contractor?s name, mailing address, telephone number(s), fax number(s), email address, DUNS number, CAGE code, and business size (i.e. small, small disadvantage, 8(a), woman-owned, HBCU/MI, veteran-owned, service disabled veteran-owned, or large business). Experience: Provide an outline of previous projects that contain a thorough discussion of their understanding of the issues relating to the major technical services listed above. Include a summary of similar corporate experiences obtained within the last five years together with contract numbers and applicable government technical points of contact with current telephone numbers. Relevant past performance consists of requirements of the same or similar size, scope and complexity. Statements of Capability must address how the contractor (and team members or subcontractors) would perform all of the functions listed above. If subcontracting is contemplated, the Capabilities Statement shall contain sufficient information concerning the planned subcontracting arrangement. The applicable North American Industry Classification System (NAICS) code for this requirement is 541511. The small business set-aside, if any, has not been determined. In order to gauge whether there are potential bidders that have the knowledge and experience to perform the tasks outlined above within the size and scope parameters required, offerors shall provide written responses to the following set of questions: 1. Please describe your software development life cycle and methodology as related to enterprise application development including requirements definition and documentation. 2. Please describe your project management methodology and practices for software, hardware, and support projects of varying size and scope. Also, please describe your companies experience with the Project.Net (COTS) project management life cycle software tool. 3. Please describe your company?s experience planning, implementing, architecting, configuring, administering, maintaining, and developing applications and data feeds using Yrrid Cables.Web and Legacy Objects Framework (LOF) (a COTS package). 4. Please describe your company?s experience planning, implementing, architecting, configuring, administering, and maintaining an Oracle 10g Real Application Cluster (RAC). 5. Please describe your company?s experience planning, implementing, architecting, configuring, administering, and maintaining an Oracle 10g r2 Application Server in a high availability clustered environment. 6. Please describe your company?s experience planning, implementing, architecting, configuring, administering, and maintaining an EMC Clarion Storage Area Network (SAN) and Network Attached Storage (SAN) high availability solution. 7. Please describe your company?s experience planning, implementing, architecting, configuring, administering, and maintaining a Microsoft Application Center 2000/Internet Information Server (IIS), Sun Solaris 8, and Sun Solaris 9 in a high availability clustered environment. 8. Please describe your company?s experience planning, implementing, architecting, configuring, administering, and maintaining a medium-to-large data center environment hosting over 100 servers. 9. Please describe your company?s experience planning, implementing, architecting, configuring, administering, and maintaining a Quest Foglight monitoring and reporting solution. 10. Please describe your company?s experience planning, implementing, architecting, configuring, administering, and maintaining a Veritas NetBackup configuration. It does not constitute a Request for Proposal nor is it to be construed as a commitment by the Government. The Contracting Officer does not intend to award a contract on the basis of your responses nor otherwise pay for the preparation of any information presented or the use of any such information.
