- National Institute of Standards and Technology (NIST) plans to enter into a sole source procurement for the purchase of Siemens Certified refurbished telephones and ancillary equipment with SIEMENS COMMUNICATIONS, INC, 1881 Campus Commons Drive, Reston, VA 20191-1519 under the authority of 13.501(a). The North American industry Classification System Code is 334210 and the business size standard is 1,000 employees. The acquisition will be made pursuant to Subpart 13.5, Test Program for Certain Commercial Items, Section 4202 of the Clinger-Cohen Act of 1996. The Line Items required are necessary components of the telecommunications infrastructure and Siemens HICOM Private Branch Exchange (PBX) system located on the NIST Gaithersburg, MD Campus. The PBX system encompasses all operation consoles, the multiple digital analog switching system, and all peripheral phones. The system is proprietary to Siemens, the Original Equipment Manufacturer (OEM). The OEM maintains all records of the NIST PBX system and licenses and possesses knowledge that is critical to ensure seamless operation and minimal down time. The current Maintenance Support Services Contract for the HICOM PBX system includes the repair and installation of telephones and ancillary equipment and is provided solely by the OEM. Under the terms of the Maintenance Support Services Contract, the OEM will install and warranty Siemens Certified equipment, and if defective equipment is identified, will order and install a replacement the next business day at no additional cost to the Government. To ensure that there is no compromise performance, operation, or maintenance of the HICOM PBX system, it is critical that all telephones and ancillary equipment be Siemens tested and Siemens Certified. System cards must be the latest versions of firmware for chipsets on the cards. Opti-Point telephones must be refurbished with a Siemens Repair Kit and new components. Siemens Communications is the only source known to NIST that can provide Siemens Certified refurbished telephones and ancillary equipment and assume responsibility for replacement and the cost of any necessary repairs under the contracted rates of the maintenance contract. The purchase order will consist of a one-year base period and four one year option periods. The minimum guarantee is 200 units of any mixture of line items during the life of purchase order. This is not a request for competitive quotation. However, if any interested party believes it can meet the requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NIST to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 3:30 EST, November 18, 2005. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
