Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being made in accordance with the procedures in FAR Part 12 and FAR Part 16.2. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. HSCG23-06-R-ACP046 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-06. The NAICS code is 561110 with a small business size standard of 6 million dollars. This solicitation is a 100 percent Total Woman Owned Small Business set-aside. Offers received from concerns that are not small woman owned business shall be considered nonresponsive and will be rejected. The requirement is for a Firm Fixed Price Type Performance Based Service Contract with a 12-month base period of performance and three 12-month option periods, and the base and option periods shall be priced separately. Evaluation of options shall not obligate the Government to exercise the options. The period of performance will consist of a 40 hour work week, 8 hours per day, 52 weeks per year. All changes to the work schedule must be approved by the Contracting Officer 72 hours in advance. The Base Period of performance will be from 03 January 2006 through 2 January 2007 with three one-year option periods, if exercised by the Government, for total contract duration not to exceed 4 years or 48 months. The U. S. Coast Guard is seeking contract technical support services. Place of performance, work will be performed at Contracting Office, U.S. Coast Guard Coastal Patrol Boat Project Resident Office, 8365 Highway 308 South, Building 25, Lockport, Louisiana 70374-3954 and deliverables delivered to the Contracting Officer. Base Period, CLIN 00001, ITEM Non-Personal Service: Contractor shall provide all necessary labor to provide technical support services identified in the PWS as may be prescribed by the Contracting Officer, quantity, 12, unit, months, provide unit price, provide base period amount, Option Period One, CLIN 20001, ITEM Non-Personal Service: Contractor shall provide all necessary labor to provide technical support services identified in the PWS as may be prescribed by the Contracting Officer, quantity, 12, unit, months, provide unit price, provide option period one amount, Option Period Two, CLIN 30001, ITEM Non-Personal Service: Contractor shall provide all necessary labor to provide technical support services identified in the PWS as may be prescribed by the Contracting Officer, quantity, 12, unit, months, provide unit price, provide option period two amount, Option Period Three, CLIN 40001, ITEM Non-Personal Service: Contractor shall provide all necessary labor to provide technical support services identified in the PWS as may be prescribed by the Contracting Officer, quantity, 12, unit, months, provide unit price, provide option period three amount. Performance Work Statement, PWS, Technical support assistant requirements, education level shall be as a minimum MBA, shall be capable and have advanced knowledge of adjusting government contracts for price using Economic Price Adjustment; making adjustment and withholdings of prices at delivery for discrepancies using Economic price Adjustment, shall have a complete understanding of issuing Purchase Orders, shall have a complete understanding Coast Guard Financial Procurement Desktop computer operating system for preparing procurement related documents, issuing Purchase Orders as directed by the contracting officer. Duties are performed with minimal supervision or oversight by the contracting officer. Perform supporting contract administration and ensure timely submission of required reports. Process procurement requests under maintenance, overhaul, and modification contracts. Perform property administration. Negotiate prices and execute supplemental agreements for spare parts and other items selected through provisioning procedures when prescribed by agency acquisition regulations as directed by the contracting officer. Prepare at the request of the contracting officer, administrative changes, correcting errors or omissions in typing, contractor address, facility or activity code, remittance address, computations which do not require additional contract funds, and other such changes. Assist the contracting officer, upon request, in evaluating an offeror?s proposals and quotations. Display ability to use automation to maximize productivity in presentations, reports and briefings. Possesses a general knowledge of the procurement: mission, systems, process, organization, management, statutory and regulatory foundation, roles and responsibilities and standards of conduct. Displays a working knowledge of regulations, policies and procedures and ability to apply principles, concepts and work processes to assignments. Researches FAR, DHS, and USCG regulations for answers to questions prior to consulting with contracting officer. Shall work with purchase request originators to resolve questions or problems with purchase requests or documentation requirements, and to validate the need for requested supplies and services. Assists in preparation of specifications, and less complex statements of work, to ensure they are clear and do not unnecessarily restrict competition. Conduct an acceptable level of price analysis and comparative analysis of previous acquisitions to determine fairness and reasonableness. Knowledge of appropriate marking, handling, and safeguarding of sensitive procurement information, including government estimates, bids, and proposals. Communicates in a highly effective manner, to include: the ability to prepare high-quality written communications, including business memoranda, reports, and briefings; ability to make effective presentations, both prepared and extemporaneous; and the ability to communicate with others through improved skills in listening, conflict resolution, negotiation, and teamwork. Contractor shall engage in appropriate ethical and professional behavior. Contractor shall make determinations and presents findings to the contracting officer for concurrence. Note deliverable products from the contractor will include providing a complete and comprehensive review, summary and analysis of Economic Price Adjustment EPA payment requests, Progress Payment requests, Purchase Orders, other acquisition preparation work including obtaining quotations and preparation of procurement documents; the deliverable will be a memo with the product with findings and recommendations to the contracting officer. The memo shall be sent electronically in a compatible format (MS Word, PDF, or Excel spreadsheet as appropriate) in addition to providing a hard copy weekly by Friday (except Federal holidays). The following provisions and clauses apply to this RFP and are incorporated by reference: FAR 52.212-1, Instructions to Offerors--Commercial Items (JAN 2005). The following addenda are added to FAR 52.212-1: (1) Paragraph (b) Offerors may choose to submit their RFP on a SF 1449. FAR provision 52.212-2, Evaluation of Commercial Items (JAN 1999) is tailored to read that award will be made to the offeror who provides the best value to the government, price and other factors considered. The following evaluation factors, listed in descending order of importance, Education, Technical Capability (Provide a summary brief outlining familiarity with Coast Guard Financial Procurement Desktop system, Coast Guard Acquisition Procedures, and Economic Price Adjustment review analysis service to be evaluated for this requirement), Price and Past Performance. Education and applicable Technical Capability are the most important factors and all other technical factors are of equal importance. The provision of FAR Clause 52.212-3 Offeror Representation and Certifications-Commercial Items (MAR 2005) shall be competed electronically via the Business Partner Network (BPN) web site at http://orca.bpn.gov. An offeror shall include its DUNS number in its proposal, and shall contain a statement indicating the on line representations and certifications are incorporated in its offer, are current accurate, and compete as of the date of is proposal.
