- This is a Sources Sought Notice for planning purposes only. The Defense Commissary Agency (DeCA) is seeking possible sources to collect and access information relevant to determining the availability of contractors to perform centralized resale accounting and inventory accountability services and provide all personnel, equipment, supplies, supervision and other items and services necessary to analyze, reconcile and create accounting transactions, data and reports for the Defense Commissary Agency (DeCA), using multiple DeCA unique business systems, inventory management systems and official accounting systems that are internal and external to DeCA. Knowledge of the military resale market and federal accounting standards and requirements, as defined by GAO, OMB, DoD, and U.S. Treasury, are required to perform these services. The areas of support shall encompass DeCA Headquarters, 193 commissaries, 8 Central Distribution Centers (CDC) and 4 Order Processing Points (OPP) located in the United States and Puerto Rico. Plus 29 commissaries located outside the United States. This action has no relationship to any formal solicitation. No solicitation will be issued at this time. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government. The Government will in no way be obligated to purchase all or any part of the services described above. Interested firms that can meet all the requirements set forth above are requested to submit responses in writing, along with business size, within 30 days of publication of this notice to the Defense Commissary Agency, Contracting Business Unit, Services Division (CICDC), 1300 E Avenue, Fort Lee, Virginia 23801-1800.
