Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT Under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, the Office of Personnel Management (OPM) intends to award a sole source purchase order to Congressional Quarterly for CQ.com database subscription services for a performance period of one year. The subscription service required is for a fully functional collection of databases with user-define search and reporting options that enables OPM Retirement Center personnel to track the movement of virtually every piece of news and bills as they move through Congress. Included with the subscription are daily Hill schedules, quick-hitting news updates, full-length articles analyzing the week in Congress and information on bills scheduled for floor consideration. The legislative tracking service integrates CQ exclusive news and analysis with key federal documents and transcripts. The OPM Retirement Center may tailor information as needed. This notice does not constitute a formal solicitation, nor is it to be considered as a Request for Quotation (RFQ) or Proposal (RFP). No solicitation document is available. Telephone and facsimile requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice shall show clear and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
