Description
This is a combined synopsis/solicitation in accordance with FAR 13 with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation. A separate written solicitation will not be issued. Solicitation N00181-06-Q-0011 applies and quotation are being requested. The applicable NAICS is 327910 with a small business standard of 500 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-06 and the Defense Federal Acquisition Regulations Supplement Change Notice #2001011. FISC, NNSY Maritime Industrial Branch, Hampton Roads Division, intends to issue a firm fixed-price contract for the following material: GRIT, BLACK BEAUTY ABRASIVE 1240, Qty 400 Tons to be delivered in a blow-in truck on an as needed basis. A designated Government point of contact will provide the contractor a minimum of 24 hours notice of the required delivery date and tonnage. Contractor shall off-load the material into silo hoppers staged at a dry dock located within the Norfolk Naval Shipyard, Portsmouth, VA. All material delivered for this requirement must be marked and identified clearly on each individual container and labeled IAW CFR29.1910.1200. The material MUST NOT contain Methylene Chloride. All offers responding to this solicitation must enclose a Material Safety Data Sheet (MSDS) for the product being offered (FAR 52.233-3). Controlled Industrial Area (CIA) access of contractor vehicles requires that the company name be displayed on both sides of all company vehicles including privately owned vehicles being utilized in performance of a contract or purchase order. Cardboard or paper signs taped to a vehicle or placed in the window will not be acceptable to meet this requirement. Temporary vehicle passes (TVP) will be issued and must be displayed on the left front dash at all times. Failure to comply will result in the contractor being denied access to the Norfolk Naval Shipyard CIA. Failure to comply with this requirement relieves the Norfolk Naval Shipyard of any liability regarding demurrage and/or detention costs associated with delays to gain access. DFARS 252-204-7004, REQUIRED CENTRAL REGISTRATION, applies. Lack of registration in the CCR database will make an offer/quoter ineligible for award. Information may be obtained through the Internet @ www.ccr.gov. The following provision/clauses are applicable: FAR 52.212-1, 52.212-2 (Technical, Price, Past Performance), 52.212-3 ALT I, 52.212-4, 52.212-5 (incorporating 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52-222-37, 52.222-19, 52.225-13, 52.232-33 ADDENDA DFARS 252.212-7001 (incorporating ,252.225-7001, 252.225-7014); FAR 52.204-7. Past performance shall be evaluated using the Navy Red/Yellow/Green program. Offerors shall include a completed copy of the provision at 52.212-3, Offer Representation and Certification-Commercial Items. Offers shall be evaluated for fair and reasonable pricing, technical acceptability, adherence to applicable clauses, provisions and required delivery schedule. Material is required to be delivered FOB Destination to Norfolk Naval Shipyard, Portsmouth, VA 23709-5000. Inspection/Acceptance shall be at destination. Parties responding to this solicitation notice may submit their quotation in accordance with their standard commercial practice (e.g. company letterhead, formal quotation form etc) but MUST include the following information: 1) Complete company name, mailing and remittance address(es); 2) Prompt payment terms, 3) Delivery schedule, 4) Taxpayer ID number, 5) CAGE code, 6) DUN No., 7) ALL completed representations and certifications required herein - specifically those found in 52.212-3.
