- THIS IS NOT A REQUEST FOR PROPOSAL. Small business sources are currently being sought for asphalt, asphalt tack, and cold patch for the Naval Facilities Engineering Command Mid-Atlantic (NAVFAC Mid-Atlantic). Delivery will not be required; however, the plant(s) from which the Government will pick up the material must be within a 30-mile radius of the following seven locations: Naval Station Norfolk located in Norfolk, VA, Naval Weapons Station located in Yorktown, VA, Naval Amphibious Base Little Creek located in Norfolk, VA, Norfolk Naval Shipyard located in Portsmouth, VA, Naval Medical Center located in Portsmouth, VA, Naval Air Station Oceana located in Virginia Beach, VA, and Northwest Annex located in Chesapeake, VA. Companies are encouraged to utilize subcontractors. The following types of material will be required: Type S5 Asphalt (high quality used on runways), Type S4 Asphalt (standard quality used on roadways), BM2 Asphalt Sub-Grade (used under types S4 and S5), Asphalt Tack, and Cold Patch. Yearly quantities are estimated at: 4,000 tons of S5 Asphalt, 6,000 tons of S4 Asphalt, 10,000 tons of BM2 Asphalt, 5,000 gallons of Asphalt Tack, and 80,000 lbs of Cold Patch. The anticipated contract type will be an indefinite delivery type contract with a base year and four (4) one-year options. Individual delivery orders will be issued when the asphalt material is required. The average order will provide a minimum 8-hour notice and a usual 2-day notice; however, emergency orders may require pick-up within 2 hours. Most orders will be placed during regular business hours, but it is estimated that there will be approximately 50 after-hours and weekend calls per year. This acquisition will be conducted under North American Industry Classification System (NAICS) code 324121, Asphalt Paving Mixture and Block Manufacturing, which establishes a small business size of 500 employees. The proposed acquisition may be competed as a Small Business Set Aside based upon the number of responses from small business concerns. Small business firms shall provide information on how they would provide the asphalt material in the estimated quantities listed above within the required timeframes and shall indicate the distances between their plants and the seven Government facilities listed above. If any of the distances exceed 30 miles, information shall be provided on how the company will meet the proximity requirement. This information package shall not exceed 6 pages in length and shall also include the following information: company name, address, POC, telephone number, fax number, e-mail address, small business classification, DUNS number, CAGE code, and relevant past performance on providing the same or similar material during the past three years.
