Description
The Fleet & Industrial Supply Center (FISC) Norfolk intends to negotiate on a Full and Open Competitive basis with sources that can provide services, programs, personnel and their management and administration for Fleet and Family Support Programs (FFSPs) of Hampton Roads, Virginia. A prior Sources Sought notice was posted under Request for Proposal (RFP) N00189-05-R-0025. The RFP number that will be used on all future documents pertaining to this requirement will be N00189-06-R-0004. The client services will include information and referral, education and training, counseling and advocacy; plus the support services and material necessary to fully achieve the Navy?s Fleet and Family Support Program (FFSP) mission. Fleet and Family Support Programs of Hampton Roads serve all Navy and Marine Corps commands located in the Hampton Roads area. This area is home to the Navy?s greatest concentration of active duty personnel of 92,959 and a total of 237,169 eligible patrons including family members, retirees, and drilling reservists. Of the 701 commands served, most are fleet and fleet support units, but all type commands are represented in this area. FFSPs of Hampton Roads are also responsible to provide limited services to ?Over the Horizon? (OTH) installations such as Willow Grove, PA, Wallops Island, VA, Sugar Grove, WV, as resourcing permits. A Draft Performance Work Statement (PWS) with Attachments 1 through 3 will be posted with this synopsis for review by potential offerors. Any questions and/or comments in reference to the drafts should be submitted to the points of contact specified in this notice within fifteen (15) days of this notice ? not later than 18 November 2005. This requirement will be procured in accordance with FAR Part 15. The proposed period of performance for the resultant contract will be a base year of twelve (12) months with four (4) one (1) year option periods. The North American Industry Classification System (NAICS) code is 624190, Other Individual & Family Services, and the Size Standard is $6.0M. The contract resulting from this solicitation will be awarded to the responsible offeror whose offer, conforming to the solicitation, is determined most advantageous to the Government. Potential offerors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at http: www.fedbizopps.gov as this office no longer issues hard-copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency.
