Description
Naval Air Systems Command intends to award a Sole Source Firm Fixed Price Contract with one (1) option year to BAE Systems, Nashua, NH for Low Rate Initial Production (LRIP) of the ALE-55, Fiber Optic Towed Device Rounds (FOTD) and CV-4334, Electronic Frequency Converters (EFC), here after referred to as the ALE-55 Subsystem. The Procurement will require the Contractor to accomplish recurring and non-recurring engineering efforts in order to fabricate, assemble, test and deliver the component hardware of the ALE-55 Subsystem and integrate the ALE-55 Subsystem into the Integrated Defensive Electronic Countermeasures (IDECM) System. As BAE Systems is the original designer, developer, and manufacture of the IDECM System, they are the only qualified source with the comprehensive knowledge of the associated design requirements and tradeoffs that can perform this effort while maintaining commonality with the IDECM System. A technical data package suitable for competition does not exist for these requirements and to attempt to develop such a package could result in unacceptable delays in fulfilling the Navy?s requirements. It is preceived that there will be Subcontracting Opportunities available for Small Businesses. In accordance with FAR 19.708, DFARS 219.708 and NMCARS 5219.7, the clauses at 52.219-8 (Utilization of Small Business Concerns), 52.219-9 (Small Business Subcontracting Plan), 52.219-16 (Liquidated Damages - Subcontracting Plan) and 252.219-7003 (Small, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan (DoD Contracts) will be incorporated into the solicitation in order to insure that small businesses, small disadvantaged businesses, Hub Zone small businesses, service-disabled veteran-owned small businesses, woman-owned small businesses, historically black colleges and universities and minority institutions will have the maximum practical opportunity to participate in the performance of the resulting contract.
