Description
OJO ENCINO DAY SCHOOL, OJO ENCINO, MCKINLEY COUNTY, NEW MEXICO. This acquisition is a total HUBZone set-aside. Only offers from qualified HUBZone small business concerns that appear on the list of Qualified HUBZone Small Businesses maintained by th e Small Business Administration will be accepted. Offers received from concerns that are not certified by the SBA to participate in the HUBZone program shall be considered non-responsive and will be rejected. NAICS is 236220 (former SIC code 1542), with a size standard of $28,500,000.00. The magnitude of construction is greater than $10,000,000.00. Bonding will be required for this acquisition. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about December 1, 2005, with proposals due on or about January 6, 2006. This solicitation will not be issued on paper. WORK CONSISTS of the design and construction of a replacement school to accommodate grades K-8 w ith an enrollment of 280 students. The project will include general and specialized classrooms, laboratories, educational support areas (kitchen/dining, library/media center), an administrative area, bus garage/yard, athletic and recreational facilities, and utilities and site development consisting of access road(s), parking, curb and gutter, exterior lighting, sidewalks, playgrounds and landscaping. A traffic analysis will also be required. The existing campus is built on 30 acres of tribal trust land. The existing school will continue to operate during the construction of the new school. Cultural aspects will be accounted for in the design. Leadership in Energy and Environmental Design (LEED) Silver Certification is required for this project. The succ essful offeror must be fully aware of the requirements of the Bureau of Indian Affairs Education Space Guidelines and Design Handbook criteria. THE SELECTION PROCESS used for this solicitation will be a two-phase design-build Request for Proposal. Phase One shall require the offeror to submit relevant qualifications, including experience and past performance, and a technical/design approach. Phase Two shall require the offeror to submit a unique technical solution for this project in the form of drawings , narratives, management plan, schedule, and price. No more than 5 offerors will be selected for Phase Two. Proposed procurement will result in a firm fixed price contract. Additionally, a paper form for registration may be obtained from the DoD Electronic Commerce Information Center at 1-800-334-3414. This solicitation will be issued using electronic bid sets (EBS) and provided on compact disks-read only (CD-ROM) at no charge to all registered plan holders. Any prospective offeror interested in proposing on this solicitation must register to be placed o n the Plan Holders List. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Offerors must self-register on the Internet. THE REGISTRATION PROCEDURE IS AS FOLLO WS: At the Albuquerque District, US Army Corps of Engineers home page at website, http://www.spa.usace.army.mil, find Doing Business With Us and click on Advertised Solicitations. On this screen that is entitled, EBS Albuquerque District, click on the soli citation number you are interested in. On the following screen, find Solicitation Registration, and click on Register For This Solicitation. If you have not previously registered, click on New User and follow the instructions for Login Information. This wi ll require you to establish a user name and password. The same user name and password may be used to register for other projects in the system without having to repeat the entire registration process. When you register for the Plan Holders List, please complete all requested information. After compl eting the registration process for this solicitation, verify that your firms name appears on the associated Plan Holders List. All offerors should check the Albuquerque District Contracting Division website daily for notification of any changes to this s olicitation, including amendments. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds.
