Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Army Tank-automotive and Armaments Command- Picatinny Arsenal TACOM-Picatinny, Picatinny Center for Contracting and Commerce (PC3) in support of the Armament, Research, Development, and Engineering Center (ARDEC) intends to solicit, negotiate, and award on a brand name restriction, a commercial purchase order for up to two COMET GMBH PYROTECHNIK-APPARATEBAU 2-Shot Pyrotechnic Launchers (Wireless Independent Explosive Device) Units and up to two 8-Shot Pyrotechnic Launchers (Wireless Independent Explosive Device) Units. Only the COMET GMBH PYROTECHNIK- APPARATEBAU 2-Shot and 8-Shot Pyrotechnic Launchers have the features determined to be essential to the Government's requirements, and market research indicates other companies' similar products do not meet, or can not be modified to meet, the agency's needs within the time period required for award. These requirements are detailed below as required capabilities. Solicitation number W15QKN-06-T-0841 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-02 and Class Deviation 2005-000001. The requirements will be fulfilled using the Simplified Acquisition procedures, Part 13 of the FAR, and the test program authorized in FAR subpart 13.5, to the maximum extent possible. Offerors may be authorized dealers or resellers of the product that they are offering to the Government. FOB is destination, US Army-Picatinny Arsenal, Attn: AMSRD- AAR-AEE-W, Jessica Woods, Bldg. 21, Picatinny Arsenal, NJ 07806. Delivery is to be within sixty (60) days after contract award. The Government intends to award from this solicitation to the lowest price responsible offeror proposing the brand name indicated above. The selection criterion is listed below in order of importance: Cost, Performance, and Schedule. The following performance criteria are listed in order of importance. The following capabilities are required: (1) the system must function with M30 (LA06) Pyrotechnic Cartridges, (2) the unit must house a minimum of one shot and a maximum of eight shots, (3) The system must be one-man portable, the system must be a wireless system (RF Frequency) with a minimum 100 meter range (a minimum of 200 meter range is preferred, and systems with a greater than 200 meter range will be given priority over those whose range falls between 100- 200 meters with line-of-sight), (4) and the system must utilize rechargeable batteries. Systems that do not meet these criteria will be disqualified and not considered eligible for award. The following capabilities are preferred: (5) the system must possess a minimum 24 hour life under average use is preferred, (6) the system should be rugged, waterproof, and be able to function in a temperature range of -25 degrees Fahrenheit to 125 degrees Fahrenheit. Devices meeting all of the above requirements and currently being used by US Forces in Continental United States (CONUS) or Outside the Continental United Stated (OCONUS) will be given first priority. Devices with a current or expired safety release, or with a request for a safety release, for use by US Forces will be given second priority based on available funding. Contractors with other training simulators that meet the above criteria will be given third priority based on available funding. The Government desires delivery to be made within sixty (60) days after contract award. If an offeror is unable to meet this schedule, it may propose delivery within ninety (90) days after contract award. Offeror???s meeting the desired delivery date will be considered before those unable to meet the desired but able to meet the required date. Offeror???s unable to meet the required delivery date will be disqualified and not considered eligible for award. The following provisions apply to this acquisition: 52.212-1, Evaluation-Commercial Items, the evaluation procedures to be used are: must be technically acceptable and price. Offerors must include brochures and literature showing their ability to meet all of the Government requirements along with their quotation. Offerors must include copies of commercial price lists indicating the price offered in response to this RFQ. Offerors must also include a completed copy of the provision at 52.212-3, Offeror Representations and Certification- Commercial Items, with its offer. Commercial warranty requirements apply to this acquisition that is consistent with customary commercial practices.
