Description
In accordance with the procedures specified in the OMB Circular A-76 (Revised) May 29, 2003 (Attachment B. paragraph B.1 & B.2) this notification represents the formal public announcement and official start date of a streamlined competition on the commercial activity functions performed at the Department of Health and Human Services (HHS), Program Support Center (PSC), Administrative Operations Service (AOS), Division of Technical Support (DTS), Graphic Arts and Conference Services (GACS). The GACS is located in Rockville, MD and Washington, DC. Graphic Arts includes a wide variety of visual communications products that include writing and editing, layout, design and productions of brochures, posters, web design, publications, exhibits, displays, presentations, signs, awards, flyers, plaques, and conference materials. Graphic Arts also provides form analysis and design including electronic automation in fillable and Section 508 compliant formats as well as photography services. Conference services provides comprehensive conference/meeting facilities and services that are tailored to the customer?s individual needs and provides specialized audio/visual equipment and services including satellite downlink services and video conferencing. Government personnel consisting of 15.0 commercial activity FTEs and 7.0 contract support man-years represent the incumbent service provider. The estimated work years will consist of a base year and four option years. The designated Competitive Sourcing Official (CSO) is Joe W. Ellis, HHS Assistant Secretary for Administration and Management. The CSO?s point of contact for this competition is Creighton Glantz, PSC Director of Competitive Sourcing. The responsible Contracting Officer is Michele Trotter and the Agency Tender Official is Timothy P. Morris, Deputy Director, DTS. The projected end date for the competition is March 17, 2006.
