- In accordance with the procedures specified in the OMB Circular A-76 (Revised) May 29, 2003 (Attachment B. paragraph B.1 & B.2) this notification represents the formal public announcement and official start date of a streamlined competition on the commercial activity functions performed at the Department of Health and Human Services (HHS), Program Support Center (PSC), Financial Management Service (FMS), Division of Financial Operations (DFO), General Accounting Branch (GAB), Travel Payment Services (TPS). The TPS, which is located in Rockville, MD supports the travel activities of its customers, through payments of vouchers and advances; payment of bills incurred by a customer?s permanent change of station; and posting of tax payment schedules (Forms W-2 and 941). The TPS also performs accounting duties (financial payment audits, inquiries) related to customer travel and freight shipping. Government personnel consisting of 5.5 commercial activity FTEs represent the incumbent service provider. The estimated work years will consist of a base year and four option years. The designated Competitive Sourcing Official (CSO) is Joe W. Ellis, HHS Assistant Secretary for Administration and Management. The CSO?s point of contact for this competition is Creighton Glantz, PSC Director of Competitive Sourcing. The responsible Contracting Officer is Michele Trotter and the Agency Tender Official is Bradley R. Lindgren, Chief, Government Accounting Branch. The projected end date for the competition is January 31, 2006.
