Description
USAID intends to issue an RFP for construction services for street/road construction, rehabilitation and or repair in the West Bank and Gaza. Proposals will be sought from American and Local Palestinian Grade 1,Class A construction contractors for these construction services. USAID proposes to finance the construction of selected priority road segments in Gaza and the West Bank in cooperation with the Palestinian Authority?s Ministry of Planning and Ministry of Public Works & Housing as well as Local Governments. This project is part of the US led effort to support the Road Map for Peace in the Middle East. The restoration of roads improve access to markets and the movement of labor and goods and the Palestinian construction industry receives an economic boost. Road restoration also opens job opportunities, increases the amount of materials supplied, and stimulates the manufacturing sector. It is USAID?s intent to award several Indefinite Delivery Indefinite Quantity Contracts for these efforts within specific geographic areas of the West Bank and Gaza, with each contract being active for a three year period. Although this solicitation will be open to U.S. Firms, current travel restrictions prohibit entry into Gaza by contractors' expatriate personnel who are U..S. citizens, U.S.- Palestinian dual citizens or third country nationals. U.S. Firms are also reminded of the restriction imposed by AIDAR 725.703(b), which requires at least 50% of the supervisory and key personnel working at the project site to be citizens or legal residents of the United States. No Exceptions will be authorized The selected contractors must be able to mobilize quickly and must have similar construction experience and demonstrated capability of managing such projects. The solicitation and RFP for services indicated will be available after 17 November,2005.
