- Description: The GSA SmartBUY office, the OMB executive agent for government-wide enterprise software licensing, contemplates a SmartBUY agreement for licenses and maintenance for Computer Associates products and services, particularly Information Assurance Information Technology Products and Services related to Anti-Virus Software Licensing. Pursuant to Section 5112 of the Clinger Cohen Act of 1996, the Office of Management and Budget (OMB) initiated a federal government-wide software enterprise-licensing program called SmartBUY. The SmartBUY program consolidates the purchasing power of the federal government to obtain optimal pricing and preferred terms and conditions. The purpose of this notice is to announce GSA?s intention to establish an enterprise licensing agreement (ELA) for a major cabinet level agency. This notice is not a request for competitive proposals and is not pursuant of a Request for Proposal (RFP), nor is the SmartBuy Program obligated to conduct a competitive procurement.
